-3- <br /> is the date of the Council meeting prior to which the Board of Review <br /> will be conducted by the Council. <br /> Several calls from residents annoyed by what they perceive to be an <br /> increase in commercial air traffic over St. Anthony were reported by <br /> Mayor Sundland who' said one man said he was unable to get a satis- <br /> factory explanation from the Airport Commission representative he <br /> contacted. The Mayor ' s questions related .to whether or not air traffic <br /> has been rerouted over the City and whether the normal traffic <br /> patterns have been affected by the loss of air controllers will be <br /> presented to the appropriate air officials in a letter to be written <br /> by staff over the Mayor' s signature. <br /> Councilman Marks recommended the various department heads be invited <br /> to attend future Council meetings as a means of letting them know the <br /> Council is quite aware of the difficulties they are experiencing with <br /> the drastic budget cuts which have been necessary . Councilman Ranallo <br /> suggested a better perspective could probably be achieved if these <br /> discussions were held at work sessions , as with the Liquor Operations <br /> Manager and the Public Works Director, where frank and open discussions <br /> were possible: Mayor Sundland said he has been having lunch with <br /> these administrators to let them know the City can ' t afford to lose <br /> good, trained people , and cuts in personnel will be among the last <br /> to be made for budget reasons . <br /> So many calls have been made regarding dogs running loose in the City , <br /> Councilman Ranallo reported he drove around in a four mile radius of <br /> his home one Sunday afternoon and counted at least 20 dogs unleashed <br /> in that area. He wondered if it would be cost effective to have MAPSI <br /> patrol at least one weekend but Councilman Letourneau commented he <br /> has observed the animal patrol trucks are not easily recognized and <br /> said he believes the City' s practice of notifying the owners of <br /> complaints against their animals would be more productive. Mr. Childs <br /> reported residents will be reminded of the existing animal control <br /> ordinances in the next Newsletter. <br /> The State Clerk ' s Conference report by Carol Johnson; Ron Berg 's <br /> Cable T.V. update; Police report for February; Fire Department Report <br /> for March; and the liquor operations sales summary for March were <br /> discussed and accepted as informational. <br /> Councilman Letourneau reported the North Suburban Cable T.V. franchise <br /> was awarded to Teleprompter Westinghouse April lst and state approval <br /> is anticipated within five months . He said Teleprompter has promised <br /> service will be offered to all ten communities no later than eighteen <br /> months from now contingent upon adoption of the necessary ordinances <br /> by each city. The Mayor then told Jim Schwartz of the Bulletin he <br /> found his article -on the franchise award to be most informative. <br /> It was the general consensus that all conditions for branch pick up <br /> listed in the April 7th staff notes should be listed in the next <br /> Newsletter with emphasis placed on the fact that no return collections <br /> will be made. Although Mr. Childs confirmed it costs the City <br /> • $38 per stop to make these collections , the Mayor and Councilman <br /> Enrooth believe the tradition should be continued since most residents <br /> view this service as a worthwhile expense. <br />
