12 <br /> (2) Continual updating and revision of our City emergency plan; <br /> ( 3) Attendance at various county/Civil Defense seminars to update <br /> necessary changes pertaining to project papers and financial <br /> categories; <br /> (4) Studied a home study course which pertained to on-going educa- <br /> tion for a Civil Defense/Emergency Director; and <br /> (5) Developing personnel into certain categories of the emergency <br /> plan with specific responsibilities. <br /> In general , the siren capabilities have been restored, tested and <br /> are operational after many hours of research and coordination between <br /> the City and the telephone company. <br /> The Emergency Plan is being developed on an on-going basis . The <br /> updating and simplifying of its contents are top priority. <br /> The City Manager and Fire Chief attended a training session on this <br /> subject. Information gleaned from the session will assist is com- <br /> pleting an updated/condensed - plan during 1983 . <br /> The Finance Director and Fire Chief have attended one day briefings <br /> on program papers and financial categories . <br /> • The delegation and responsibilities for specific categories have <br /> been established and the radiological and communications sections <br /> are being assembled at present . <br /> At the national level , the general outlook for 1983 is to move towards <br /> a more uniform approach on training and produce criteria to which <br /> all communities can relate . With military and security having <br /> a high priority from the present administration , it is evident <br /> the emphasis on emergency planning will have a high priority as an <br /> end result. <br /> On the local level , we are aiming toward 1) completion of an updated <br /> version of the emergency plan ; 2) getting the proper personnel in- <br /> volved and versed in their responsibilities ; 3) reviewing #1 and #2 <br /> above with the Hennepin County coordinators to set up a drill/exercise; <br /> 4) continually training personnel in various specialized categories ; <br /> 5) working with Hennepin County personnel toward a, radio activated <br /> alerting system for sirens , which is being comtemplated for 1983; <br /> and 6) to continually work towards an emergency program that will be <br /> integrated with daily activities of the City and with the public <br /> sectors that would be involved . <br /> When all involved agencies are coordinated, one can readily see the <br /> broad scope of emergency planning. With the assistance and coopera- <br /> • tion of everyone involved, completion of this plan will be accomplished <br /> and beneficial to all communities . <br />
