Mayor Sundland Page 2 February 9, 1983 • My partner , James Doran, is a lifelong resident of North Minneapolis . Jim is a graduate of Benilde High School , University of Minnesota, and William Mitchell College of Law. Jim has been active in St. Bridgets Parish and in Our Lady of Victory parish. He is married and the father of one daughter. Jim' s father, William Doran, -is a small businessman on the north side of Minneapolis and is the owner and manager of Doran Soft Water Company. Jim was a Special Assistant Attorney General for 16 months- assigned to the Minnesota Department of Public Safety. During that time , Jim tried numerous implied consent cases throughout the courts of this state , and also tried several jury trials . Jim was also a staff attorney for the Dorsey law firm for three years before beginning a partnership with me in June of 1982. In selecting a prosecuting attorney for the City of St . Anthony , I believe that the council should review six criteria : 1) Cost , 2) Experience , 3) Working Relationships with Police Departments , 4) Availability, 5) Experience of more than one attorney, and 6) Familiarity with the area. In reviewing those six criteria , I believe that the law firm • of Johnson & Doran' is-bestT qualified- to- serve- the- City of--St.-- Anthony as City Prosecutor. First , I believe our bid of $60 an hour with a maximum cost of $15 ,000. 00 a year to the City of St . Anthony is the lowest bid considering our prosecution expertise . Second, I have been a prosecutor for 7� years during which time I have tried over 100 jury cases . Very few attorneys can match that area of expertise . I am known by the judges on the Hennepin County Municipal Bench and by most defense attorneys in this area. Defense attorneys have knowledge that I am a qualified prosecutor, that I am not afraid to try tough cases., and that in working out negotiations on cases , I do not "give away the store" . My partner, Jim Doran, also has the required prosecution experience and is known. to judges of the Hennepin. County Municipal Court . Third, I have had a good working relationship with members of the St. Anthony Police Department in the past , and I assume that if the law firm of - Johnson & Doran is selected as City Prosecutor for calendar year 1983 that that good working relationship will continue. A relationship between the law enforcement officer and a prosecutor is essential to successful criminal prosecution. It is important that a prosecutor have the trust of the police officers he is working with. It is also important that both the police and the City Prosecutor kr,ow what is required from each party to guarantee successful prod ,ctlJion and to deter crime in the area.
