-4- <br /> Councilman Marks pointed out that most of the businesses in Apache are <br /> closed after ,10 : 00 P.M.., . so a twenty-four hour cashing service would <br /> probably .not be too. helpful after that time . The . bank representative <br /> indicated the machines are actually not in operation for the- entire <br /> 24 hours since they, are usually closed down . between 1 :00 .A.M. .and 2 :00 <br /> A.M. for. servicing each night-, but they are used extensively early in <br /> the morning before the bank opens . The cash machines enable the <br /> bank to keep away from normal retail .hours . which would be. very cost <br /> prohibitive. <br /> Councilman Letourneau - commented that he did not see the .possibility <br /> that the cash machines would be drawing a ,crowd of cars or persons to <br /> the facility at one time. <br /> Councilman Ranallo indicated -he is mostly -concerned with increasing <br /> the size of what is already a non-conforming sign. He also saw the <br /> . irony of encouraging a 24 hour service when the Council had just gone <br /> through a painstaking process of rewriting the ordinance to keep <br /> businesses from operating in the City all night. When Councilman <br /> - Marks said only places which offered entertainment had been the target <br /> of that ordinance, Councilman Ranallo indicated he had personally <br /> been .opposed to any type of business being conducted in the City past <br /> 1:00 A.M. <br /> Mr. Stahlmann said written responses by persons who use the .cash <br /> machines indicate they provide a real service when they are unable to <br /> utilize the regular banking facilities . is <br /> Motion by Councilman Marks and seconded .by Mayor Sundland to follow <br /> the Planning Commission recommendation to grant a variance to the City <br /> Sign Ordinance which would permit Twin City Federal, 3899 Silver Lake <br /> Road to add 12. 6 square feet of additional signage to their -existing <br /> display, specifically for a numeric and letter double-sided sign to <br /> read "24 HOUR TELLER" , on the condition that portion of the display <br /> should not be illuminated from 1 :00 A.M. to 6 : 00 A.M. , finding , as did <br /> the Planning Commission that: <br /> (1) Granting such a variance could not be considered to b.e detrimental <br /> to that particular corner where a banking facility has already <br /> been established on a large plot of land which is surrounded by <br /> commercial development. <br /> (2) Denying the request might place Twin City Federal in a competitive <br /> disadvantage with other banking institutions who are not as <br /> restricted to their signage when advertising the new electronic <br /> developments in banking.- <br /> Voting on the motion: <br /> Aye : Marks , . Sundland, Le.tourneau-i , and Enrooth. <br /> Nay : Ranallo. <br /> Motion carried.- <br />
