-2-
mistakes in this area had been made in the oast. Suggestions for other
topics for the convention can be submitted to Councilman Ranallo prior •
to the League ' s next meeting, December 16th.
Councilman-elect Makowske indicated she would be interested in attend-
ing the training sessions for newly elected officials conducted by
the League of Minnesota Cities .
Councilman Marks requested staff research methods of providing safer
ground bases for playground equipment in Silver Point Park. He also
reported his appointment to the Board of Directors for the newly
formed Youth Service Board, which would oversee the new community
program which would attempt to keep troubled City youth out of the
criminal justice system and to provide immediate response to suicide
threats or drug overdose. The Councilman indicated that he endorsed
' signing the joint powers agreement with neighboring communities to
carry out these prevention programs. Copies of the booklet "Drinks
for Driving" provided by the St. Anthony Chemical Abuse Information
Committee for distribution to civic organizations and businesses were
given to those present by the Councilman who requested their support
of the program. Mr. Childs was asked to present the booklet to the
Suburban Chamber of Commerce and the Mayor indicated Ron Taylor, the
new Youth Service Bureau counselor would be speaking on this program
to the St. Anthony Kiwanis Club .
Councilman-elect Makowske reported a good deal of resident interest
in the use of the Walbon property on Old Highway 8 . The November 15th •
Planning Commission reported the request for a lot split for one of
those parcels which the Commission had .given concept approval .
Councilman Marks commented that he would like to see the entire Walbon
tract developed for residential use and Councilman Makowske speculated
that the neighbors might be more open to a higher density than single
family dwellings after experiencing the annoyances they have with the
various forms of non-conforming uses on that property over the years .
She was reminded by the Mayor that the most recent Walbon proposals
for development of multi-family dwellings had been considered too
dense for the land which was available. Councilman Marks wondered
if that assumption would still be valid now that the ownership of
the additional triangular piece of land had been resolved .
Mr. Childs reported participating in the preliminary fact finding
session with the Walbon' s attorney regarding the City ' s insistence
that all operations in violation of the Zoning Ordinance on the Walbon
property be ceased within 15 days of the November 1st notice from the
City and he promised to keep the Council members apprised of future
developments in that dispute .
The Planning Commission minutes and October liquor operations sales
summary were accepted as informational as was the Manager' s November 22nd
report .on the November 15th bidding on the five city joint fire pumper
project which he anticipates would save each community approximately
$10 ,0.00 . A .great interest -by outstate communities in the program had
been demonstrated during recent LMC meetings , according to Councilman •
Ranallo.,
