CITY OF ST. ANTHONY
REQUEST FOR CITY COUNCIL ACTION
` ------------------------------------------------------------------------
Date Submitted Type of Action Requested Agenda Item Number
Resolution
December 9, 1983 Ordinance New Business-2
;{ Date Action Requested X Formal Action/Motion Title Engineering Study,
Other
December 13, 1983 re: Water Supply
S
r,
n -------------------------------------------------------------------------
TO: Mayor and Councilmen
t;
5
FROM: David M. Chil-ds, City Manager
------------------------------------------------------------------------
T.
SUMMARY DISCUSSION OF SUBJECT: Well f{3, although not being used at the present
time, remains contaminated and the levels have slowly increased over the months .
We previously completed studies in which the cost of carbon filtration, deepening
of Well #3 and construction of new wells was given. We also discussed the possi-
bility of connecting to the water supply of a neighboring community. Current
Minneapolis charges are 94t per hundred cubic feet (CCF) and Roseville buys softened
water from St. Paul at 40C, per CCF. Our rate is presently 40 per CCF.
The EPA study regarding temporary measures determined that connection to Roseville
is feasible, but did not give costs, or preliminary engineering information needed
to compare the total cost of filtration or deeper wells with the cost of buying
from our neighbors . We have spoken with Roseville and St. Paul water and believe
that we could buy adequate amounts of water from them. We do not know the esti-
mated cost of making connection to Roseville and need that information prior to
making a final recommendation to the Council regarding corrective action.
ALTERNATIVES :
RECOMMENDATION: We have received two quotations for a feasibility report for
connection to the Roseville water system. Staff recommends approval of Short-
Elliott-Hendrickson. at $2,950 (the low bid) .
• CITY MANAGER' S REVIEW:. . COMMENTS : .
1a".fn-
