-7- <br /> There was no one else present to offer further input and the Mayor <br /> ' closed the hearing at 8: 20 P.M. , for Council action. <br /> Motion by Councilman Enrooth and seconded by Councilman Makowske to <br /> tentatively approve, pending Planning Commission input, the allocation <br /> of Year X Community Development Block Grant funding for the following: <br /> $29 ,600 Kenzie Terrace Elderly Rental Housing Project <br /> 5, 219 Senior Programs <br /> $34, 819 <br /> Motion carried unanimously. <br /> Steve Campbell of Short-Elliott-Hendrickson, Inc. , was present to <br /> give the results of a feasibility report by his firm for temporary <br /> and permanent water -service from Roseville , ordered by the City when <br /> it became apparent the CH2M Hill study had underestimated the costs <br /> and misjudged the methods of connecting with Roseville . <br /> Mr. Campbell affirmed that the City ' s Wells 4 and 5 would continue <br /> to meet the City 's fall, winter and spring water supply needs and he <br /> said he anticipated it would only be necessary to connect the southern <br /> . .third of the City to Roseville during the summer as long as water <br /> conservation measures are taken during the heavy peak use periods <br /> in July . <br /> • Because the State Health Department .had declared Well #3 to be an <br /> unreliable source of water supply, the City would be eligible for <br /> Federal Superfund assistance and Mr. Campbell said, the Minnesota <br /> Pollution Control Agency is now preparing an application on the City ' s <br /> behalf for such assistance . The consulting engineer indicated on a <br /> map of the City just where the first connection between St. Anthony <br /> and Roseville could be made by installing a valve at 29th Avenue N.E. <br /> and Rankin Road. He told Councilman Makowske this would be a per- <br /> manent 'installation which the City could switch on or off within an <br /> hour' s time, whenever there is a need for Roseville water . Mr . Camp- <br /> bell indicated the location of a connection off Highcrest Drive , which <br /> with the Rankin Road installation, could be implemented as a permanent <br /> solution to the contaminated water supply problem. <br /> The consultant said Roseville gets its water from St. Paul and <br /> because that water is both softened and treated, the need for the <br /> City 's filtration facilities would be eliminated but the plant could <br /> possibly be used to remove the odors which have on occasion been <br /> noticeable in the .St. Paul water." Further study of the feasibility <br /> of odor removal is needed, he said. <br /> He suggested a letter to the Federal EPA be drafted explaining the <br /> circumstances which support an immediate expedition of funding. for the <br /> summer and the consultant assured the Mayor his firm would have no <br /> Troblems- -substantiating the differences between the costs projected <br /> by Short-Elliott-Hendrickson -and the Hill study. Mr. Campbell said <br /> he is certain when the MPCA talks to' the Hill engineer he will quickly <br /> recognize the omissions in his estimates . <br />
