7 <br /> CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> March 27, 1984 <br /> The meeting was opened at 7 : 30 P.M. with the Pledge of Allegiance <br /> led by Mayor Sundland. <br /> Present for roll call: Marks, Sundland, Makowske , and Enrooth. <br /> Absent: Ranallo. <br /> Also present: David Childs, City Manager; and Larry Hamer, Public <br /> Works Director. <br /> Before approving the. March 13th Council minutes , several items were <br /> discussed at length. Mr. Childs told Councilman Makowske, the letter <br /> to Representative John Sarna was being typed as was that to Columbia <br /> Heights Mayor, Bruce Nawrocki . In reference to the latter, Council- <br /> man Enrooth indicated he had visited the area where Columbia Heights <br /> is requesting the City of St. Anthony to participate in a joint <br /> project to widen the undeveloped roadway extending from 45th Avenue <br /> N.E. to Silver Lake and said he personally sees little justification <br /> for the City to undertake a costly expansion of a street which only <br /> serves 8 residences on the Columbia Heights side and the Salvation <br /> • Army Camp on the St. Anthony side; has a steep bank on one side which <br /> would make `cons-tructiori°difficult;' and -f-cr which the Councilman <br /> indicated he believes the City would be hard pressed to prove benefit <br /> to that owner who has indicated no interest in the project. <br /> Councilman Enrooth further indicated he believes there would probably <br /> have to be an environmental impact study made of a construction project <br /> which would be so close to the camp and the lake . <br /> The following change was made in the minutes before a vote of approval <br /> was taken: <br /> Page 4, para. 4 : Substitute "Councilman Marks" for "The Councilman" <br /> in the first line. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> approve as amended the minutes of the Council meeting held March <br /> 13, 1984 . <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by Councilman Makowske to <br /> approve all licenses for which applications are listed below and in <br /> the March 27th .Council agenda, with the exception of the application <br /> fora temporary 3.2 beer permit for a Land-O-Lakes softball tourna- <br /> ment: <br /> • CIGARETTES <br /> Apache Medical Center for coffee shop; <br /> Jim' s Speedy Market, 3259 Stinson Boulevard; <br /> Apache Mobil, 4000 Silver Lake Road; * <br />
