M E M O R A N D U M <br /> DATE: October 22, 1990 <br /> TO: Thomas D. Burt, City Manager <br /> FROM: Roger Larson, Finance Director <br /> ITEM: IN-HOUSE COMPUTERIZATION ANALYSIS <br /> I researched the costs of In-House Computerization versus <br /> processing the information through Professional Processing Inc. <br /> My analysis revealed a long term savings of $35,250 over the next <br /> 5 years if St. Anthony would process it's payroll, budgeting and <br /> accounting records, In-House. <br /> To research our needs, I met with several software vendors who <br /> specialize in government fund accounting systems. I reviewed our <br /> current processing methods, provided them with copies of our <br /> current accounting reports and requested they submit a proposal <br /> for their services. <br /> My goal was to find a vendor who could provide software which would <br /> improve our current processing capabilities without increasing our <br /> current staff. I considered the vendors ability to: 1) train our <br /> personnel, 2) provide on-going support of their product if a <br /> question or problem were to arise, 3) identify our present and <br /> future requirements, 4) establish a workable implementation <br /> schedule, and 5) demonstrate stability and be in a position to <br /> serve our needs for the years ahead. <br /> After reviewing several organizations, I feel a company from St. <br /> Cloud, Minnesota (Business Records Corporation) understands the <br /> needs and concerns that St. Anthony would have converting to an in- <br /> house system.' This firm provides a flexible, easy to use, software <br /> package which includes: <br /> - 1) Fund Accounting - <br /> 2) <br /> _ <br /> Budgeting = - -- --_ <br /> 3) Utility Billing <br /> 4) Accounts Payable <br /> 5) Payroll <br /> 6) Law Enforcement <br /> Business Records is a national firm which has displayed a <br /> commitment to City Governments. Many of their support staff come <br /> from government backgrounds and I am comfortable they will provide <br /> the proper training of City personnel. <br /> • Cities in our area who use this software are Champlin, Blaine, and <br /> Columbia Heights. <br />
