Resolution No. 91 -021 ; Re: Contract Amendment for Contract Between <br /> 2 City and M.P.C.A. <br /> This resolution would authorize the Mayor and City Manager to execute <br /> 4 amendment No. 2 of the contract between the City of St. Anthony and <br /> 5 the Minnesota Pollution Control Agency. <br /> V ' <br /> 7 The City Manager advised that the City Attorney had recommended this <br /> P item be removed from the agenda so he can review the language. <br /> 10 Motion by Enrooth, second by Marks to table Resolution No. 91-021 . <br /> 11 <br /> 12 Motion carried unanimously <br /> 13 <br /> i4 10. UNFINISHED BUSINESS <br /> 15 <br /> 16 Recently, a meeting was held with elected officials in the area to <br /> 17 discuss the water and storm sewer problems . being experienced in the <br /> 18 City and surrounding areas. <br /> 19 <br /> Y0 In attendance were Mayor Ranallo, Councilmember Dziedzic of Minneapolis, <br /> 21 Hennepin County Commissioner Makowske and the Mayor of Roseville. Also, <br /> 22 at the meeting were representatives of the City of Minneapolis. <br /> 23 <br /> 24 Mayor Ranallo stated that Senator Marty and Representative McGuire had • <br /> 25 been invited to attend but did not respond. <br /> 26 <br /> 27 It was agreed that consultants from Barr Engineering will be requested to <br /> 28 study the problems and draft some solutions. <br /> 29 <br /> 30 The water flows through a 54" pipe with three 48" pipes entering it from <br /> 31 various locations. Barr will collect the date on this issue and consider <br /> 32 information to develop a watershed. <br /> 34 To do a model of the area and creating a topography map of both District <br /> 35 #6 and District #l7 would cost about $17,400 as stated by Barr Engineering. <br /> 36 The topography map would be a continuous map. <br /> 37 <br /> 38 To do a study only would cost approximately .$25,000. To correct the problems <br /> 39 of the area could cost nearly half .a million dollars. An alternative for <br /> 40 St. Anthony would be to remove four houses on St. Anthony Boulevard so <br /> 41 a base could be put in to catch some of the water. Mayor Ranallo noted <br /> 42 that removal of these homes would affect the City' s tax base. <br /> 43 <br /> 44 Another alternative would be to install larger pipes near Wilson Street <br /> 6S and St. Anthony Boulevard. <br /> 46 <br /> 47 Commissioner Makowske indicated she will request Hennepin County to assist <br /> 48 in the costs. The Mayor of Roseville felt that city was not involved and <br /> 49 offered no financial assistance. The City of Minneapolis felt it was not <br /> 50 involved in the problem. <br />
