i <br /> Regular Council Meeting <br /> April 9, 1991 <br /> page 5 <br /> 1 5. Mayor Ranallo attended the Chamber of Commerce Annual Meeting. Dan <br /> 2 Kramer was the recipient of the "1991 Villager of the Year" award. <br /> 4 The Mayor has received several calls from residents regarding people <br /> 5 who do not live in the City walking through their area. The City <br /> Manager and the Police Chief are aware of this activity and- are I <br /> 7 watching it. Mayor Ranallo observed that there is increased police <br /> P activity at the Macalaster Apartments. <br /> 10 Mayor Ranallo is the alternate representative for the City to the <br /> 11 Cable Commission. He attended a recent Commission meeting in Bill <br /> 12 Zawislak' s absence. Members of the Commission requested that the <br /> 13 St. Anthony City Council consider cablecasting their meetings. The <br /> i4 Mayor advised them that the equipment given to the City for cable <br /> 15 use was of poor quality. He also responded that the Council would <br /> 16 not consider cablecasting the meetings until better equipment is <br /> 17 in place. <br /> 18 <br /> 19 B. City Manager's Report <br /> 20 The City -Manager distributed a draft copy of the results of the recent <br /> 21 Council retreat. It addressed strategic planning and goal setting. <br /> 22 <br /> 23 Sue VanderHeyden is resigning her position. She will be employed by <br /> 24 the City of Rosemount. <br /> 25 <br /> 26 Mayor Ranallo, Councilmember Enrooth and Councilmember Fleming have <br /> 27 indicated they intend to attend the Hennepin County Recycling luncheon. <br /> 28 <br /> 29 8. PUBLIC HEARINGS <br /> 30 <br /> 31 There were no public hearings. <br /> 32 <br /> 33 9. NEW BUSINESS <br /> 34 <br /> 35 A. Resolution No. 91 -022; Re: Property Taxes <br /> 36 This resolution was drafted by St. Paul Councilmember Long. Mayor <br /> 37 Ranallo read the resolution. Councilmember Marks noted that the <br /> 38 resolution contained the phrase "constitutionally dedicate" and <br /> 39 felt this was a key phrase. To amend the constitution is the only <br /> 40 manner to protect the use of sales tax. Councilmember Wagner stated <br /> 41 that the State of Florida took similar action regarding its consti- <br /> 42 tution. <br /> 43 <br /> 1i4 Motion by Marks, second by Wagner to adopt Resolution No. 91-022 <br /> _LA being a resolution urging Governor Carlson to "Keep-the State' s' <br /> 46 promise and give property taxpayers back their money" <br /> 47 <br /> 48 Motion carried unanimously <br /> • 49 <br /> 50 <br />
