He stated that as Chair he will make prevention a <br /> 7 priority in the area of criminal activity. He noted that there, <br /> 8 is considerable concern among residents of the State regarding <br /> 9 sexually oriented crimes . <br /> 10 <br /> it Environmental issues are also a priority with the Senator' s <br /> 12 constitutents as is the management of waste. He felt <br /> 13 considerable progress is being made in this area when it has <br /> 14 been left to local governments . <br /> 15 <br /> 16 Another area of interest to the Senator has been elected <br /> 17 official ethics and public official conduct . He noted there <br /> 18 has been some progress in these areas but plans to pursue them <br /> 19 again in the upcoming Session. He felt the Truth In Taxation <br /> 20 Law has been helpful in educating citizens but there must be <br /> 21 increased avenues for making the public more aware of the <br /> 22 workings of local government , school boards and county <br /> 23 government . One suggestion he had for notifying the electorate <br /> 24 was placing meeting notices in various locations before the <br /> 25 budgets of each entity are set thereby allowing for citizen <br /> 26 input . <br /> 27 •28 Mayor Ranallo recalled that the Senator had been invited to <br /> 29 attend hearings regarding the distribution of storm water in <br /> 30 the south portion of the City. This has been a problem for <br /> 31 some time and appears to be caused by a 40" pipe emptying into <br /> 32 a 20" pipe. The Mayor noted that the engineering study from <br /> 33 Barr Engineering is expected to be completed in two or three <br /> 34 weeks . The study will cost approximately $25, 000 . Hennepin <br /> 35 County has contributed $5 , 000 toward the cost of the study. <br /> 36 Mayor Ranallo solicited the financial assistance of the State <br /> 37 from Senator Marty, noting that perhaps the problem eminates <br /> 38 from having the outlet under a State highway. <br /> 39 <br /> 40 Mayor Ranallo invited Senator Marty to attend the hearing <br /> 41 where the study will be reviewed. He noted that a <br /> 42 representative of Hennepin County will be attending the <br /> 43 hearing. The Senator requested the City Manager to advise <br /> 44 representatives of MnDot , the Watershed District and Ramsey <br /> 45 County of the hearing and invite them to have a staff member <br /> 46 attend. <br /> 47 <br /> 48 The City Manager advised the Senator that a topographical map <br /> 49 of the area was done regarding groundwater runoff . He noted <br /> 50 that presently there are fifteen organizations in Ramsey <br /> 51 County dealing with the issue of groundwater runoff . He feels <br /> 52 there is too much bureaucracy and that the intent of <br /> 53 addressing solutions is not being accomplished. • <br /> 54 <br />
