1 REGULAR COUNCIL MEETING <br /> 2 SEPTEMBER 10 , 1991 <br /> PAGE 3 <br /> 5 Councilmember Enrooth advised the Senator that Silver Lake is <br /> 6 getting polluted primarily because of runoff . He stated that <br /> 7 an application for a grant to clean up the Lake is being <br /> 8 prepared and he requested assistance from Senator Marty. <br /> 9 <br /> 10 The Senator suggested that the issue of transit was another <br /> 11 example of too much bureaucracy. <br /> 12 <br /> 13 Councilmember Marks, referring to the Truth In Taxation Law, <br /> 14 felt the legislation was awkward, did not aid in informing <br /> 15 citizens , and only added to the cynicism of citizens regarding <br /> 16 government . He recommended that this legislation should be <br /> 17 "sunset" quickly. The Senator responded that he was not a big <br /> 18 supporter of this legislation and that it was not really <br /> 19 effective in getting citizens involved in the budgetary <br /> 20 process . <br /> 21 <br /> 22 Councilmember Marks also commented on the cooperative <br /> 23 agreements presently being used by various cities . He recalled <br /> 24 how well the City of St . Anthony' s cooperative agreements <br /> 25 worked after the tornado - had hit the City. He felt the <br /> 26 Legislature is generally unaware of the agreements which have <br /> 27 been in place for many years . He referred, to the Study <br /> 40 Commission which is presently conducting business and felt <br /> this work was incredibly expensive. <br /> 30 <br /> 31 Councilmember Marks noted he had recently ridden on the Moscow <br /> 32 transit system and that he was favorably impressed with .it . He <br /> 33 is hopeful that a transit system can be developed which will <br /> 34 be efficient and affordable. <br /> 35 <br /> 36 Senator Marty noted he is critical of the proposed Light Rail <br /> 37 Transit system because of its high costs and the few riders it <br /> 38 will service. <br /> 39 <br /> 40 Mayor Ranallo thanked the Senator for coming to the Council <br /> 41 Meeting and apprising the Council of'some of the activities of <br /> 42 the recent Legislative Session. <br /> 43 <br /> 44 6 . LICENSES/PERMITS/PETITIONS <br /> 45 <br /> 46 Heatina Licenses <br /> 47 <br /> 48 Motion by Marks, second by Enrooth to approve the heating <br /> 49 license for Ray N. Welter Heating Company of Minneapolis, Mn. <br /> 50 <br /> 51 Motion carried unanimously <br /> 52 <br /> Motion by Marks , second by Enrooth to approve the heating <br /> 16 license for Twin City Furnace Company, Inc. of St . Paul , Mn. <br />
