ANTHONY <br /> • 2 <br /> 3 TOWN MEETING <br /> 4 <br /> 5 JANUARY 28 , 1992 <br /> 6 <br /> 7 <br /> 8 Mayor Ranallo opened the Town Meeting at 7 : 00 p.m. <br /> 9 <br /> 10 <br /> it All members of the Council were in attendance. Members of the staff <br /> 12 who were present were City Manager Burt , ' Public Works Director <br /> 13 Hamer and Management Assistant Urbia. <br /> 14 <br /> 15 The Mayor noted the recent death of Charles Kausel who was <br /> 16 recognized as the Un-Official Mayor of St . Anthony. Mr. Kausel <br /> 17 always had the best interests of the community at heart and the <br /> 18 Mayor stated that he pursued these interests very graciously and <br /> 19 sincerely. The Kausel family built the first home on St . Anthony <br /> 20 Boulevard. <br /> 21 <br /> 22 Mayor Ranallo advised that the format for this meeting was to <br /> 23 discuss the storm sewer project and the findings of the engineerng <br /> 24 firm which was employed to research alternatives for solving the <br /> 25 problems being experienced would be discussed.. <br /> 26 <br /> 7 The Mayor requested anyone present who wished to make comments or <br /> 8 ask questions to step to the microphone, give their name and <br /> 29 address , and make their comments . This would facilitate keeping a <br /> 30 record of the proceedings and make for more accurate notekeeping. <br /> 31 <br /> 32 Mayor Ranallo gave some background on the storm sewer problems . In <br /> 33 1950 the problems started with storm sewer backups . <br /> 34 <br /> 35 In 1978 , 29th Avenue was reconstructed. Pipes were installed under <br /> 36 29th Avenue and the then Mayor Haik was assured that these pipes <br /> 37 should be the solution to the problems being experienced in the <br /> 38 area. The project was paid for from Watershed District #6 funds and <br /> 39 from affected properties being assessed. <br /> 40 <br /> 41 In 1980 , the problems continued to plague the area and the pipes <br /> 42 installed in 1978 did not appear to be the final solution. <br /> 43 <br /> 44 In 1987 , St . Anthony Boulevard was reconstructed and a storm sewer <br /> 45 pipe installation was included in this project . The project was <br /> 46 funded from the City' s Reserve Fund and there were no assessments <br /> 47 made to fund the costs of the project . The Council and residents <br /> 48 were assured this project would solve the water backup problems . <br /> 49 <br /> 50 In June of 1989, there was a seventeen inch rain which caused <br /> 51 severe backup and flooding problems . <br /> 52 <br /> 53 In March of 1990 , there were very heavy rains and because the <br /> 54 <br />
