1 TOWN MEETING <br /> 2 JANUARY 28 , 1992 • <br /> 3 PAGE 2 <br /> 4 <br /> 5 <br /> 6 ground was still frozen the water runoff was relatively slow and <br /> 7 caused many flooding problems . <br /> 8 <br /> 9 The Mayor drove around the City that day for some time and viewed <br /> 10 the problem areas. He noted that in some places it took twenty <br /> 11 minutes before water started to runoff . <br /> 12 <br /> 13 In March of 1990, the City Council met to discuss what could be <br /> 14 done to 'alleviate these water problems permanently. The Council <br /> 15 directed the City Manager to find funding for an engineering study <br /> 16 to be done. It was the wish of the Council that the engineering <br /> 17 firm who would do this study would be a firm who was not previously <br /> 18 involved with water problem studies in the City and would be <br /> 19 prepared to offer solutions to the problems based on the findings <br /> 20 of the study. <br /> 21 <br /> 22 The City Manager determined that the study would cost approximately <br /> 23 $20 , 000 and he recommended Barr Engineering. <br /> 24 <br /> 25 A meeting was held with representatives of the City of St . Anthony, <br /> 26 the City of Minneapolis , Hennepin County, the City of Roseville and <br /> 27 Rice Creek Watershed District . The City of Roseville has property • <br /> 28 adjacent to the water problem area and it was felt this property <br /> 29 may be a contributor to the water problems . Senator Marty and <br /> 30 Representative McGuire were also invited to attend the meeting. <br /> 31 They did not attend.. <br /> 32 <br /> 33 Hennepin County Commissioner Makowske attended the meeting and she <br /> 34 was aware of the problems being experienced as she had served on <br /> 35 the St . Anthony City Council . Hennepin County eventually <br /> 36 . contributed $5, 000 to the costs of the study. <br /> 37 <br /> 38 Barr Engineering . reviewed what a basic study of the area would <br /> 39 entail and recommended that a complete study be done. <br /> 40 <br /> 41 The St . Anthony Road and Sidewalk Task Force expressed interest in <br /> 42 being involved in the study. The City of Minneapolis and the City <br /> 43 of Roseville felt this was strictly a "St . Anthony" problem and <br /> 44 chose not to be involved. <br /> 45 <br /> 46 Considering the far reaching effects of this problem, the City <br /> 47 Council felt a Town Meeting should be held to advise residents in <br /> 48 the affected area what was being considered and to give them the <br /> 49 results of the Barr Engineering study. <br /> 50 <br /> 51 The Mayor noted that tonight ' s Town Meeting would probably be the <br /> 52 first of two or three town meetings as. this time of the year many <br /> 53 residents are still away on winter vacations .
