1 TOWN MEETING <br /> 2 JANUARY 28 , 1992 • <br /> 3 PAGE 4 <br /> 4 <br /> 5 <br /> 6 <br /> 7 With the use of overhead graphs , Palmer showed the proposed ponding <br /> 8 areas . Some of the areas considered, such as the cemetary, the <br /> 9 park , or in areas where there are houses , were deemed not very <br /> 10 practical . The "ponding areas" concept was applied to several <br /> 11 locations . Other locations considered were the shopping center <br /> 12 where a super market is presently located and the trailer park. He <br /> 13 reviewed some of the proposed locations on the overhead, <br /> 14 specifically reviewing a proposal for Wilson Street , 30th to 31st <br /> 15 Avenues . <br /> 16 <br /> 17 <br /> 18 The third option was to "do nothing. " Palmer noted that there are <br /> 19 some suggestions to reduce damage presently being experienced such <br /> 20 as flood proofing and flood insurance. <br /> 21 <br /> 22 Some actions which could be taken to flood proof an area were to <br /> 23 eliminate walk out basements , install glass block windows on the <br /> . 24 basement level and put in small levies or flood walls which would <br /> 25 be built into landscaping around a house to direct water away from <br /> 26 the foundation. <br /> 27 •28 Flood insurance is available through the Federal Government and <br /> 29 there are two programs, an interim program and a permanent program. <br /> 30 Palmer noted that the maximum insurance which could be purchased <br /> 31 through an interim program was for $35,000 and the maximum through <br /> 32 a permanent program is $185, 000 . He stated that the problem <br /> 33 involved with either of these programs is that only the contents of <br /> 34 the structure not located in the basement will be covered. Any <br /> 35 furnishings in the basement are not included in this coverage with <br /> 36 the exception of some appliances such as the furnace and the .water <br /> 37 heater . <br /> 38 <br /> 39 In summary, Palmer stated that the plumbing option would be cost <br /> 40 prohibitive at twelve million dollars, the ponding area option <br /> 41 would also be expensive at about four million dollars and the <br /> 42 option of flood .proofing and purchasing of flood insurance would be <br /> 43 costly to the property owner. <br /> 44 <br /> 45 <br /> 46 Questions and Answers <br /> 47 <br /> 48 Resident at 2716 St . Anthony Boulevard: This person inquired why <br /> 49 the study didn' t include the industrial side of County Road #88 . <br /> 50 <br /> 51 Palmer responded that there is no place to store the water on any <br /> 52 of the industrial sites in this area. There is also no place to <br /> 53 store the water on County Road #88 other than the park or on the • <br /> 54 two undeveloped parcels on Wilson between 30th and 31st Avenues . <br />
