I REGULAR COUNCIL MEETING <br /> 2 FEBRUARY 25 , 1992 <br /> 3 PAGE 10 <br /> 4 <br /> 5 <br /> 6 local governments . <br /> 7 <br /> 8 The City Manager noted that the State is mandating <br /> 9 a $5. 00 surcharge on each home, business and school <br /> 10 connected to a municipal water supply . He felt the <br /> 11 State' s involvement with water testing will cost a <br /> 12 taxpayer twice as much -as it costs a city now. <br /> 13 <br /> 14 The City Manager advised that the City -can do these <br /> 15 tests much cheaper than the State. He felt the <br /> 16 State wants to micro-manage the City ' s water system <br /> 17 as does the Metropolitan Council . He suggested that <br /> 18 the City presently has the cleanest drinking water <br /> 19 available and does not need another level of <br /> 20 management . He viewed this as another "revenue <br /> 21 enhancement . " <br /> 22 <br /> 23 The City Manager noted that homes built before the <br /> 24 ' 80 ' s will be specifically targeted. If the City <br /> 25 were to do the testing a random sample of homes <br /> 2.6 would be tested. Water cannot be run in the house <br /> 27 for six hours before the testing which could be <br /> 2.8 very inconvenient for the homeowners . <br /> 29 <br /> 30 Members of the Council directed the City Manager to <br /> 31 send a letter stating its objection to this testing <br /> 32 by the State . If this letter is not responded to <br /> 33 the City Manager would draft a resolution for <br /> 34 Council consideration which would state the <br /> 35 Council ' s position on the matter . A letter should <br /> 36 also be sent to the Health Commissioner and to the <br /> 37 City ' s legislative representatives . <br /> 38 <br /> 39 7 . Discussion of Water Rates <br /> 40 <br /> 41 An increase in water rates was discussed in May of <br /> 42 1991 . For the first ten years , federal funding was <br /> 43 to maintain ninety percent of the operating costs <br /> 44 and the City ten percent . After ten years , St . <br /> 45 Anthony was to pay the full costs . The ten years <br /> 46 starts when the City accepts the filtration plant <br /> 47 from the State . <br /> 48 <br /> 49 A memo from the Finance Director was included in <br /> 50 the Council packet which addressed the options for <br /> 51 Council consideration regarding the use of the <br /> 52 funds received from an increase in water rates . <br /> 53 <br /> 54 The options included: paying off the debt ; keeping <br />
