Ideas <br /> 6 <br /> 7 The City Manager had followed up on the suggestion <br /> 8 to include the completion of the sidewalk around <br /> 9 Silver Lake as a C. D.B.G. project . He was advised <br /> 10 that this probably would not qualify as an <br /> 11 allowable low to moderate income project . <br /> 12 <br /> 13 He also suggested that some of these funds may be <br /> 14 used for senior citizen programs . Presently, there <br /> 15 is a $1 , 400 deficit in the program. <br /> 16 <br /> 17 Another possibility for the use of the funds is the <br /> 18 Housing Rehabilitation Program and an increase in <br /> 19 the funding for the Northwest Family Youth Service <br /> 20 Bureau. <br /> 21 <br /> 22 The Kenzie sidewalk is a possibility as there are <br /> 23 low to moderate income people living near it and <br /> 24 the residents of the mobile homes may also make <br /> 25 this a qualified project . Park equipment is also a <br /> 26 consideration . <br /> �227 <br /> 8 The City Manager noted that last year C.D.B.G. <br /> 29 funds were used for the City' s recodification. <br /> 30 <br /> 31 He noted that with the bus route change from <br /> 32 Highway #88 to St . Anthony Boulevard something <br /> 33 could be considered for funding for pedestrian <br /> 34 safety as this bus stop is used heavily by senior <br /> 35 citizens . <br /> 36 <br /> 37 Councilmember Marks felt this area is very unsafe <br /> 38 and is not handicapped accessible. <br /> 39 <br /> 40 The City Manager advised that the public hearing <br /> 41 for C.D.B.G. funds must be held in March and he is <br /> 42 requesting some input of ideas from the Council . <br /> 43 <br /> 44 The Road Task Force met on February 24th. The City <br /> 45 Manager noted that all of this Task Force' s reports <br /> 46 are focusing on a ten year plan for road <br /> 47 improvements and are being recommended as <br /> 48 assessable projects . <br /> 49 <br /> 50 6 . Minnesota Water Testing <br /> 51 <br /> 52 The State is mandating new water testing laws . This <br /> 105.3 was an EPA law which was passed onto the Minnesota <br /> 54 Pollution Control Agency who is passing it on to <br />
