• STAFF REPORT <br /> DATE: June 23, 1992 <br /> TO: Mayor & Councilmembers <br /> FROM: Thomas D. Burt, City Manager <br /> SUBJECT: PROPOSED LAKE ORDINANCE <br /> At the May 12, 1992 City Council meeting staff was directed to answer six specific questions <br /> concerning the lake ordinance. <br /> 1. How many calls have been received over the last 3 years on lake related issues? <br /> Over the past three years Columbia Heights and St. Anthony have received two <br /> complaints. Both of these complaints have been within the last month and both where <br /> concerning jet skis. (See attached memo from Police Chief) <br /> 2. What effects do motor boats have on lake quality? <br /> A study concerning the effects of motor boats has not yet been found, however, the DNR <br /> contact did say in shallow areas it can cause disruption. The greatest negative impact is <br /> cause from excessive wakes (or natural waves) which cause shoreline erosion. <br /> 3. What effect would the ordinance have on property values? <br /> The County Assessor said a restriction may or may not have an effect to values. There <br /> is not substantial proof on either side that it would have an impact. The only true way <br /> would be the test of time and see what effect it has on future sales. <br /> 4. What percent of lakes in the metro area have restrictions? <br /> There are 932 lakes in the seven county metropolitan area. Of that, 111 have City or <br /> County restrictions (or approximately 12%). All Minneapolis lakes have use restriction <br /> ordinances, which is not included in the 111. A county breakdown of lakes with use <br /> restriction ordinances is as follows: Anoka- 9, Carver - 11, Dakota- 14, Hennepin - 37, <br /> Ramsey - 22, Scott - 3, and Washington - 15. <br />
