They were to extend the Tax Increment <br /> 10 District and to acquire the parcels where Rosie ' s Restaurant <br /> 11 and the Good Luck Cafe are located . <br /> 12 <br /> 13 He noted that the Planning Commission did not make a <br /> 14 recommendation regarding land use . Members of the Planning <br /> 15 Commission had requested staff to find a definition of land <br /> 16 use . Urbia stated that none had been found from a Planning <br /> 17 perspective and that the consultant from BRW stated there is <br /> 18 no definition available from that perspective . It was <br /> 19 suggested that a definition could reasonably include land use <br /> 20 from the standpoint of aesthetics and 'community needs . From an <br /> 21 appraiser ' s viewpoint it could be based on economic or land <br /> 22 value . <br /> 23 <br /> 24 Chairman Faust felt the two definitions for the highest and <br /> 25 best use are not similar from an appraiser ' s position and that <br /> 26 of a planner ' s position . <br /> 27 <br /> 28 Noting that there were residents and business owners in • <br /> 29 attendance at the meeting , Commissioner Franzese stated that <br /> 30 the agenda could be amended to take comments from these people <br /> 31 is they so chose . All attendees were present to listen to the <br /> 32 discussion regarding the South End Development . <br /> 33 <br /> 34 Urbia set up Plan D of the Development for review on an easel . <br /> 35 <br /> 36 Chairman Faust suggested that the Planning Commission focus on <br /> 37 making recommendations on the best use of the property where <br /> Y8 the Good Luck Cafe and Rosie ' s Restaurant are presently <br /> 39 located . <br /> 40 <br /> 41 Commissioner Franzese stated she is unable to make a <br /> 42 recommendation without more data . Specific information <br /> 43 regarding the economics of the development and what dollars <br /> 44 will be realized by the City with certain types of development <br /> 45 she felt were needed. <br /> 46 <br /> 47 Commissioner Gondorchin agreed and noted he would like to know <br /> 48 the tax benefits of certain zoning both for commercial and <br /> 49 residential . <br /> 50 <br /> 51 Commissioner Madden inquired what the dimensions of the two <br /> 52 lots were and what portion of them fronted on the street . <br /> 53 Urbia did not have the dimensions but noted that it has been • <br /> 54 recommended to line up the two lots when they are developed <br />
