Regarding the mulitiple use prospect , the Chairman <br /> 22 recalled that BRW had suggested single family dwellings would <br /> 23 be the highest and best use for the two parcels . <br /> 24 <br /> 25 The Management Assistant noted that BRW recognized that homes <br /> 26 and residential lots sell for quite a high price in St . <br /> 27 Anthony . The Chairman observed that in none of the plans was <br /> the lot where Rosie ' s Cafe presently is located was commercial <br /> 40 usage recommended . It was stated that commercial property <br /> 30 taxes are based on income from the business . <br /> 31 <br /> 3.2 Chairman Faust inquired if the appraisal for Rosie ' s Cafe has <br /> 33 been received yet . Urbia responded that it is expected soon <br /> 34 but that the appraisal company has a backlog. The Chairman <br /> 35 hopes that the appraisal will address the highest and best use <br /> 36 of the property in the narrative ' section of the appraisal . <br /> 37 Urbia felt this would be a possibility in that the planner <br /> 38 from BRW took input from the Task Force regarding this issue . <br /> 39 <br /> 40 Commissioner Franzese observed that the monetary effects and <br /> 41 aesthetics go hand and hand with the highest and best use of <br /> 42 property . <br /> 43 <br /> 44 Commissioner Gondorchin inquired if there can be any influence <br /> 45 or restrictions put on the sale of these parcels .regarding <br /> 46 potential buyers . <br /> 47 <br /> 48 Urbia responded that the City can put these types of <br /> 49 restrictions on land sales . Commissioner Gondorchin observed <br /> 50 that the restrictions would apply only to the initial <br /> 51 purchaser and would not be binding on successive buyers if the <br /> 52 first buyer ' s business failed . Then the City would only have <br /> 3 control which is granted by ordinance requirements . <br />
