305.07 Council Action Without Recommendation of the Planning Commission. If <br /> a matter is required to-be referred to the Planning Commission and is referred-to the <br /> Planning Commission and if no recommendation is transmitted by the Planning <br /> Commission to the Council within 60 days after referral to the Planning <br /> Commission, the Council may take action without such recommendation. If a <br /> matter not required to be referred to the Planning Commission is referred to the <br /> Planning Commission, the Council may at any time take action without the <br /> recommendation of the Planning Commission. <br /> Section 310 - PUBLIC SAFETY <br /> 310.01 Policies. The Council has the authority and duty to provide for the <br /> government and good order of the City, the-suppression of vice and immorality, the <br /> prevention of crime, the protection of public and private property, the benefit of <br /> residence, trade, and commerce, and the promotion of health, safety, order, <br /> convenience, and the general welfare of the residents by means not inconsistent <br /> with the Constitutions and laws of the United States and the State of Minnesota. <br /> 310.02 Purpose. . This Section is intended to further the policies stated in Section <br /> 310.01 and to provide for the organization of separate police and fire departments for <br /> the City. <br /> 310.03 Manager's Duties. The Manager will see that statutes relating to the City and ' <br /> ' the laws, ordinances, resolutions and other official acts of the City are enforced. The <br /> Manager will exercise supervision and control over the Police Department and the <br /> Fire Department and will be responsible for hiring and firing all supervisory and <br /> other members and employees of the Police and Fire Departments. <br /> 310.04 Police Department. <br /> Subd. 1. Responsibilities. The Police Department will have the duties and <br /> responsibilities given in accordance with the Constitutions and laws of the <br /> United States and the State of Minnesota, this Code and other official acts of <br /> the City. The Police Department, under the direction of the Chief of Police, is <br /> charged with the protection of all persons and property within the corporate <br /> limits of the City, and such other areas as agreed upon by the Council or <br /> required by law. The Police Department will be responsible for prevention of <br /> crimes, accidents and civil disorders, control of traffic, and general <br /> enforcement of this Code and applicable statutory laws. <br /> Subd. 2. Chief of Police. The Police Department is under the supervision and <br /> direction of a Chief of Police, who will report directly to the Manager.
