1 REGULAR COUNCIL MEETING <br /> 2 MARCH 23 , 1993 <br /> 3 PAGE 6 <br /> 4 <br /> 5 <br /> 6 Councilmember Wagner observed that Ms . Rietow has a different <br /> 7 philosophy than the previous Metropolitan Council Chairperson , <br /> a Mary Anderson . She will be a very aggressive chairperson and <br /> 9 has indicated she has a philosophy which will focus on <br /> 10 streamlining government and governmental bureaus . She <br /> 11 commented on some snecific plans she has regarding <br /> 12 transportation matters , waste control and cost of disposal , <br /> 13 and the issue of fiscal disparities . <br /> 14 <br /> 15 The Mayor noted that St - Anthony has not faired very wel I from <br /> 16 the Fiscal Disparities Act . Councilmember Wagner stated that <br /> 17 the basis for the fiscal disparities distribution formula is <br /> 18 very old and it has been recognized that it needs updating. <br /> 19 <br /> 20 The issue of an elected Metropolitan Council versus an <br /> 21 appointed body was also discussed at the breakfast meeting . <br /> 22 <br /> 23 <br /> 24 B . Report of Councilmember Fleming <br /> 25 <br /> 26 Councilmember Fleming represented the City at the recent <br /> 27 National League of Cities Conference in Washington, D.C. At <br /> 28 the last Council meeting she indicated she would be making her <br /> 29 comments and observations regarding the content and useful <br /> 30 information available at the Conference at this Council <br /> 31 meeting. She referred to the NLC ' s latest newspaper which <br /> 32 reviewed some of the comments made by President Clinton and <br /> 33 other topics discussed at the Conference . Among the issues <br /> 34 discussed which Councilmember Fleming found interesting were <br /> 35 labor mandates , legislation and regulations , the Police Bill <br /> 36 of Rights and matters regarding children and health care . <br /> 37 <br /> 38 Councilmember Fleming represented the City at a meeting of the <br /> 39 Northwest Youth and Family Services Conunission . It was noted <br /> 40 that the agency served 'only one child from St . Anthony during <br /> 41 the last quarter . She expressed a desire to meet with a staff <br /> 42 member regarding the use of this agency by St . Anthony <br /> 43 residents . She also requested some information on what the <br /> 44 City Council had approved for donations to this agency . <br /> 45 <br /> 46 Councilmember Fleming visited a third grade classroom and <br /> 47 spoke on government to forty-five children - She also attended <br /> 48 a Chamber of Commerce meeting where she distributed <br /> 49 participant forms for those interested in being in the Village <br /> 50 Fest Parade. <br />
