REGULAR COUNCIL MEETING <br /> MARCH 23 , 1993 <br /> 3 PAGE 7 <br /> 4 <br /> 5 <br /> 6 Councilmember Fleming, who attended, a. meeting hosted by <br /> 7 Representative Sabo , advised that the City will be placed in <br /> 8 the Fourth Congressional District , effective in 1995 . <br /> 9 <br /> . 10 She also mentioned that she felt the goalsetting session was <br /> 11 fantastic . <br /> 1.2 <br /> C . Report of Councilmember Marks <br /> 14 <br /> 15 Councilmember Marks served as one of the leaders at the <br /> 16 Planning and Zoning Institute . He will also be participating <br /> 17 at a similar function to be held at North Hennepin Technical <br /> 18 Institute. <br /> 19 <br /> 20 Councilmember Marks represented the City at the National <br /> 21 League of Cities Conference in Washington , D.C. While there he <br /> 22 attended a Civic Visioning Seminar which used Rock Hill , South <br /> 23 Carolina as an example of visioning . <br /> 24 <br /> 25 Leaders in Rock Hill looked at its City in six areas in this <br /> visioning process for turning the direction of the City <br /> around . In 1970 there had been thirteen textile mills <br /> 28 operating successfully in the City and they were the largest <br /> 29 employers in the area . By 1980 all of these mills had closed, <br /> 30 the economy was depressed and the City ' s tax base had <br /> 31 virtually disappeared . It ' s neighbor in North Carolina offered <br /> 32 serious competition to the economic future of Rock Hill . <br /> 33 <br /> 34 Councilmember Marks explained how a two year plus process <br /> 35 turned the City around and it is now enjoying success in such <br /> 36 areas as environment , education and historical as well as <br /> 37 other arenas . Forty new industries have been attracted to the <br /> 38 City . Also , Rock Hill did a " female" David which has been used <br /> 39 very effectively as a marketing tool . No final report has been <br /> 40 compiled on these efforts as it is being viewed as an on-going <br /> 41 process . He saw possibilities for St . Anthony for using some <br /> 42 of the Rock Hill strategies . <br /> 43 <br /> 44 Councilmember Marks also attended forums which addressed the <br /> 45 President ' s economic stimulus package which was presented by <br /> 46 former Mayor Latimer and Henry Cisneros, a former NLC <br /> 47 President and a member of the President ' s cabinet . Part of the <br /> 48 package included the addition of 100 , 00 new police officers in <br /> 49 the country, revamping of the human services agenda and <br /> 50 delivery, and having apartnership with all levels of government . <br />
