-2- <br /> • Under the direction of a resident Advisory Council, the Community Services program of the <br /> school district provides educational, recreational, and daycare programs. The St. Anthony <br /> Community Library is maintained by Hennepin County which supplies the books, furnishing, <br /> and staff. <br /> City Services <br /> The City of St. Anthony employs 50 full-time and 50 part-time personnel and operates with a <br /> $2.3 million general fund budget and a total budget of$4.6 million including the liquor <br /> operation. <br /> The Community Center houses the City's administrative offices and the Police Department <br /> which consists of 15 full-time officers and provides service to the nearby City of Lauderdale <br /> through a contract agreement. The City's Fire Department is staffed by nine full-time and 30 <br /> part-time trained volunteers and provides ambulance and first response service. <br /> The City owns and operates three liquor stores; one on/off sale, one warehouse, and one on- <br /> sale store. Established in 1948, St. Anthony's municipal liquor dispensary has grown to be one <br /> of the most lucrative in the State and plays a significant factor in the City's finances. <br /> Water is supplied by three wells equipped with two GAC filtration plants. The City has two <br /> storage facilities with a total capacity of 2,250,000 gallons and two lift stations. Sewage <br /> • treatment and solid waste disposal are under the jurisdiction of the Metropolitan Waste Control <br /> Commission. The City is responsible for the construction and maintenance of sewer laterals <br /> and the maintenance of 33 miles of road. <br /> 1~ <br /> 7E2 Position <br /> The City of St. Anthony operates under the Council-Manager form of government and provides <br /> a Mayor and a four-member Council elected at large. Council members serve four-year <br /> overlapping terms and the Mayor serves a .L}-: year term. <br /> As Chief Administrative Officer of the City, the City Manager is responsible for the daily <br /> administration and operating function of the City and implementation of Council directives. <br /> The Manager appoints and removes all Department Heads, is charged with enforcement of the <br /> City ordinances, and prepares the annual budget for Council review and adoption. Under the <br /> direct supervision of the City Manager is'the Director of Public Works, Chief of Police, <br /> Finance Director, Director of Liquor Operations, Fire Chief, Assistant to the City Manager, i <br /> and the Secretary/City Clerk. Specific duties include: 1 <br /> ' Direct and work with department managers to plan and coordinate activities and follow up <br /> to ensure effective service to the public. <br /> * Work with department managers to ensure effective job design and utilization of <br /> • employees, recommend salary treatment and employee development activities.
