-3- <br /> Direct all staff functions including financial reporting, human resources, labor relations, <br /> and legal functions. <br /> ' Direct effective management of financial assets to ensure effective investments of available <br /> funds and proper accounting practices to control financial assets and provide for financial <br /> planning. <br /> * Direct and develop appropriate budgeting including capital improvements, financial <br /> planning, and controls including effective operation of purchasing procedures. <br /> * Responsible for administrative support to the City Council including meeting agendas, <br /> presenting recommendations, participating in discussions, and implementing Council <br /> decisions. Keep the Council fully advised and present all items requiring Council action or <br /> approval. Responsible for Council and City records and enforcing City ordinances and <br /> resolutions. <br /> * Direct public relations and be responsible for public services of each department. <br /> * Serve as staff liaison to Boards and Commissions. <br /> * Responsible for keeping current on new developments in the public administration field and <br /> to cooperate with other government units and municipalities. <br /> • * Direct all City planning, development, and redevelopment activities. <br /> * Direct the affairs of the City in conformance with Federal, State, and City laws. <br /> * Perform other duties as directed by the City Council. <br /> Background and ZExperience <br /> Candidates for the City Manager should possess a Bachelors degree (Masters preferred) in <br /> Public Administration or related field and have 4-6 years experience as a City Manager or as an <br /> Assistant Manager with supervisory responsibility. <br /> The ideally qualified candidate will: <br /> * Have demonstrated experience in redevelopment activities, both commercial and residential, <br /> to include the financial aspects of redevelopment such as an understanding of Tax <br /> .Increment Financing and other financing alternatives.
