LL <br /> oC00 <br /> 10tURAPID <br /> March 9, 1994 <br /> To Whom It May Concern: <br /> A foster home for five elderly persons would be considered a permitted <br /> use in a Low Density Residential (one- and two-family) zoning district <br /> in Coon Rapids under two provisions of the zoning code. <br /> The first provision is the definition of family that includes six or <br /> fewer unrelated persons living together as one housekeeping unit. It <br /> is my understanding that one of the characteristics of a foster home is <br /> a family-type lifestyle. The fact that there is a come-in staff would <br /> not an issue. A traditional family might have child care, <br /> housekeeping, personal care and medical services delivered at the home. <br /> The second is the provision that makes residential facilities serving <br /> six or fewer persons as a permitted use. This provision was adopted to <br /> help make users of the zoning code aware of the state law ( §462.357) <br /> that requires municipalities to allow these facilities in residential <br /> areas. The Coon Rapids code contains a definition of residential <br /> facilities that includes foster homes. (This definition was also taken <br /> from state statues. ) <br /> While such a home could open without informing the City, we much <br /> appreciate being notified. This enables us to respond to citizen <br /> inquiries and halt rumors. (When a home for brain-injured adults was <br /> being built a few years ago I received a call from resident in the area <br /> who said the neighbors had heard it was to be a half-way house for <br /> convicts. ) <br /> There are a number of residential facilities in the City. Some have <br /> been operating for a number of years. We have received complaints from <br /> neighboring residents about only one. The complaints started before the <br /> home opened and we have been able to substantiate only one - the vans <br /> that transported residents to their activities loaded and unloaded in <br /> the middle of the street and blocked traffic. (The operators stopped <br /> the practice when they were told. ) We sense the neighbors just do not <br /> like the home.
