City of St. Anthony Council Minutes <br /> June 14, 1994 <br /> Page 7 <br /> 1 three items: (1) for the properties to be changed from R2 to R-3; (2) for <br /> 2 a conditional use permit for townhomes; and (3) variances for front yard <br /> 3 and back yard setbacks. <br /> 4 <br /> 5 The Planning Commission discussed visitor parking availability; the <br /> 6 number of garages, the plan submitted showed single garages and the <br /> 7 Planning Commission preferred doubles; reduction in density; and <br /> 8 concerns over ingress and egress. <br /> 9 <br /> 10 Mr. Bill Schotzlein, who is a consultant working with the owners, and <br /> 11 John Beal, a Real Estate Broker, were present. They are both working <br /> 12 with the owners to find a developer who might be interested in <br /> 13 developing this property. If someone interested in developing these <br /> 14 parcels could be found, the project would be returned to the City <br /> 15 Council for their approval of the details. Conceptually, there would be <br /> 16 23 units of townhouses and no rentals. The owners are requesting R-4 <br /> 17 zoning after the first review. The R-3 zoning was for 23 units (92,000 <br /> 18 square feet) and the R-4 zoning would be 55,000 square feet. There is <br /> approximately 74,000 square feet or about 1.9 acres of property. The <br /> 40P owners have indicated that if the R-4 zoning is approved, it would be <br /> 21 designated for townhouses and not for some other multi-family use <br /> 22 <br /> 23 The consultant indicated he had tried to make more green area in the <br /> 24 middle of the site where it is more usable to the people who live there. <br /> 25 To do so, the buildings would have to be moved, which would require <br /> 26 variances in the front yard and rear yard. With regard to the lot <br /> 27 coverage, the requirement is 50% of the lots be covered. The consultant <br /> 28 stated that with the townhouses only there is 31% coverage. With the <br /> 29 townhouses and parking associated with the townhouses and the <br /> 30 driveways, there is 41% coverage and if everything is included (the <br /> 31 buildings, the parking, the roadways and the drive through, there is 58% <br /> 32 coverage and a variance may be needed. <br /> 33 <br /> 34 The proposed parking meets the ordinance requirements. Under the R-4 <br /> 35 zoning, the Council may require some screening or privacy for the <br /> 36 neighbors. Mr. Schotzlein indicated there would be an association to do <br /> 37 the exterior maintenance. The prices for the townhomes would probably <br /> 38 be in the $120,000 range. <br /> 39 <br /> Vehicle circulation would be such that the owners would see additional <br /> 1 access in the alley and the existing alley would be eliminated. <br />
