STAFF REPORT <br /> DATE: May 8, 1996 <br /> TO: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: CERTIFICATION OF LOCAL PERFORMANCE <br /> MEASURES <br /> As a result of the 1996 legislative session, each county and city has to certify <br /> that the city has performance measures in place or will adopt performance <br /> measures within a year. Failure to do so results in $1.00 per capita in HACA <br /> reduction, approximately $8,000 per,year for St. Anthony. The benefits of <br /> having performance measures is the ability to receive more aid. <br /> Performance measures are simple measures of workloads, such as number of <br /> employee hours to work on a job, number of police calls we receive, etc. The <br /> other part of the cities' responsibility is that these performance measures get <br /> communicated to the City Council once a year. We are currently doing <br /> performance measures by doing the following: <br /> • Monthly and yearly budget reports on all funds; <br /> • Weekly and yearly police and fire reports; <br /> • Monthly reports by the liquor and public works in the FYI packet; <br /> • Recycling and CDBG reports. <br /> RECOMMENDATION <br /> Approval of Resolution 96-036 and certification that we are currently doing <br /> performance measures. <br />
