(c) Contractor abandons the Work or refuses to proceed with the Work when • <br /> and as directed by the City or its Representative. <br /> (d) Contractor subcontracts, assigns, transfers, conveys or otherwise disposes of <br /> the Contract except as herein permitted. <br /> (e) Contractor violates any provisions of the Contract. <br /> (f) The Work is not performed as required under this Contract. <br /> Before the City shall exercise its right to declare Contractor in default, it shall give <br /> Contractor an opportunity to be heard by the City Council. <br /> -4- • <br />
