City Council Regular Meeting Minutes <br /> February 25, 1997 <br /> • Page 7 <br /> 1 Mornson.reported four.sessions, two in the evening and two during the day, of sexual <br /> 2 harassment training will be held in March for all employees. <br /> 3 Morrison reported Municipal Liquor Store profits increased from $14,000 in 1995 to $15,000 <br /> 4 in 1996. He noted the results of the changes to the liquor stores made last year will not be <br /> 5 evident for a couple of years. <br /> 6 Morrison reported five firms will be interviewed in regard to the Storm Water Management <br /> 7 Plan on Thursday. <br /> 8 There was Council consensus that it was not necessary for the Council to interview the firm <br /> 9 recommended by Staff. There was Council consensus that they would be involved in the <br /> . 10 public input portion of the Plan. <br /> 11 Morrison noted he had received a Legislative update in regard to levy limits and tax increment <br /> 12 financing. <br /> 13 Faust noted that the League of Minnesota Cities is having a class on tax increment financing <br /> 14 in March. <br /> 5 Morrison noted Hennepin County is hosting a seminar in regard to the new Welfare Law and <br /> how it will impact cities. <br /> 17 VII. PUBLIC HEARINGS - None. <br /> 18 IX. NEW BUSINESS. <br /> 19 A. Minnesota Police Recruitment System. <br /> 20 1. Resolution 97-023, re: Request League of Minnesota Cities Insurance Trust to <br /> 21 Appeal. <br /> 22 Motion by Marks, second by Wagner to approve Resolution 97-023, requesting <br /> 23 representation from League of Minnesota Cities Insurance Trust for appeal. <br /> 24 City Attorney stated he was in favor of this action but cautioned Council that although <br /> 25 MPRS will be performing the functions, it is still the legal responsibility and liability <br /> 26 of the City under the Court Order. He also noted there was no indemnification. If <br /> 27 there is a problem at the City, MPRS will not step in and defend the City but the <br /> 28 League of Minnesota Cities Trust will. <br /> 29 Motion carried unanimously. <br /> 30 2. Resolution 97-024, re: Participation in Cooperative Activities of the Minnesota <br /> 31 Police Recruitment System. <br /> 2 Motion by Marks, second by Enrooth to approve Resolution 97-024, authorizing and <br /> approving participation in cooperative activities of Minnesota Police Recruitment <br /> 34 System. <br />
