1 CITY OF ST. ANTHONY <br /> PUBLIC INFORMATION MEETING <br /> ON THE CITY PARKS MINUTES <br /> 4 JUNE 2, 1997 <br /> 5 I. CALL TO ORDER. <br /> 6 The meeting was called to order at 7:00 P.M. Councilmembers present included Ranallo, <br /> 7 Marks-(arrived at 7:05 P.M.), Enrooth, Wagner, and Faust. Also present were City Manager <br /> 8 Michael Morrison, Management Assistant Kim Moore-Sykes, and Public Works Director Larry <br /> 9 Hamer. <br /> 10 II. MAYOR RANALLO EXPLAINS THE PROCESS TO DATE. <br /> 11 Mayor Ranallo thanked the audience for attending the meeting this evening. He explained the <br /> 12 Council is intending to install six tennis courts and a small play area for children. Issues have <br /> 13 been raised by the public in regard to the number of tennis counts and the size of the play <br /> 14 area. <br /> 15 Mayor Ranallo explained that last fall the City hired the firm of BRW, Inc. to conduct an <br /> 16 update to the Comprehensive Plan. Due to the concern expressed with the location and <br /> 17 number of tennis courts, and the location of the play area and the ballfields, the City has <br /> 18 asked BRW, Inc. for their professional opinion on these issues. Mayor Ranallo explained the <br /> demolition of the Parkview building will be complete in July and the intent of the City is to <br /> install the play area and tennis courts by September of 1997. <br /> 21 Mayor Ranallo suggested the possibility of forming an ad hoc committee to deal with the <br /> 22 issues surrounding upgrades to the park system. <br /> 23 Councilmember Marks stated he hoped that members of all groups of stakeholders of the park <br /> 24 system were present this evening to provide their input. <br /> 25 III. MAYOR RANALLO INTRODUCES BOB KOST OF BRW, INC. TO EXPLAIN <br /> 26 PROPOSED PLAN. <br /> 27 Mr. Bob Kost, BRW, Inc., explained several alternatives for installation and location of the <br /> 28 tennis courts and childrens play area and improvements to Central P?rk. <br /> 29 Mr: Kost explained Alternative A. This would locate the tennis courts on the corner of 33rd <br /> 30 Avenue and Silver Lake Road. The bandstand would be located near the tennis court. One <br /> 31 impact of this plan is that it would only allow for a 4,500 square foot play area. This play <br /> 32 area is not meant to be a direct substitute of the previous play area but is in response to the <br /> 33 size of play area required by State guidelines for the Community Center. Another impact of <br /> 34 the plan is that it would reduce one ballfield in size and scope to a t-ball/little league field. <br /> 35 Mr. Kost noted another possible location for the play area in this plan is between the tennis <br /> 36 courts and Silver Lake Road. This would allow for a 28,000 to 30,000 square foot play area. <br /> Mr. Kost explained Alternative B. This plan includes a more aggressive redesign of Central <br /> 38 Park. Three ballfields would be relocated and reconfigured to result in more uniformity and <br />
