Public Information on City Parks Meeting Minutes <br /> June 2, 1997 - <br /> Page 2 <br /> 1 better orientation for play. The sledding hill would be relocated and parking would be <br /> 2 reconfigured to facilitate this change. The plan would allow for three soccer fields due to the <br /> 3 ability of multi-use. The active play area by the wading pool would be reconfigured and the <br /> 4 basketball area and play area would be relocated to the south side. <br /> 5 Mr. Kost explained Alternative C. This plan includes the most aggressive redesign of Central <br /> 6 Park. It would include the reconfiguration of the ballfields to create a more centralized "hub" <br /> 7 complex. It would allow for soccer fields due to multi-use and also provide one exclusive <br /> 8 soccer field. The drawback is that the high school just upgraded their equipment and this <br /> 9 alternative would make their work obsolete. <br /> 10 Mr. Kost noted that in all three alternatives the bandstand, tennis courts and confined play <br /> 11 area are located in the same area. <br /> 12 Mr. Kost then explained two alternatives which were designed as a result of City and resident <br /> 13 concerns expressed at the May 6, 1997. Council work session. <br /> 14 Mr. Kost explained Alternative A2. This plan would flip the location of the bandstand and <br /> 15 would provide a one-to-one replacement of the play area (30,000 square feet) which was <br /> 16 displaced as.a result of the City Hall/Community Center being built. There is also the <br /> 17 possibility to locate the play area between the building and the bandshell which would result <br /> 18 in 23,000 square feet. <br /> 19 Mr. Kost explained Alternative B2. This plan illustrated the impact to Alternative B if the <br /> 20 same relocation was done as in Alternative A2. This plan would provide a play area of <br /> 21 approximately 30,000 square feet. It would not allow the operation of a multi-purpose <br /> 22 ballfield and soccer field in the location of the bandstand as was allowed in Alternative B. <br /> 23 Mr. Kost explained Alternative A would cost $200,000, Alternative B would cost $450,000, <br /> 24 and Alternative C would cost $500,000. He noted he did not have the figures for Alternatives <br /> 25 A2 and B2. <br /> 26 Mr. Kost explained the proposed additions and improvements to neighborhood parks. He. <br /> 27 noted these parks are small and some of the proposed changes are long-range plans. <br /> 28 Mr. Kost recommended four areas of improvement for Silver Point Park. Recreational Fields: <br /> 29 to include milling, overlay and re-striping of the bituminous basketball surface or the <br /> 30 possibility of removing this surface and installing a youth soccer field; Playgrounds: combine <br /> 31 the two-play areas and install sidewalk to act as a containment for pea gravel play surface, <br /> 32 installation of an additional play system with handicap-useable features and add handicap <br /> 33 accessible surfacing; Landscaping: plant coniferous trees along the northern residential/park <br /> 34 property lines adjacent to the ballfield; and Park Furnishings: replace existing benches, replace <br /> 35 litter receptacles with more colorful units with self-closing lids, and coordinate new <br /> 36 furnishings in all parks. <br />
