AUG 29 '97 03:39PM HENNEPIN COUNTY HUMAN RESOURCES P.3i4
St.Anthony City Council •
July 8, 1997—Page Two
1) The City of St.Anthony, despite the extreme water problems, has chosen to do nothing to
resolve the problem following the engineering study. Property continues to be developed
(Cublvillage Office),and areas that were available for purchase to install holding ponds in the
southern area(trailer court)were not purchased due to"high purchase prices. Additionally,we
were told that the engineering study recommended the potential for eliminating two to eleven
homes, which were in extremely bad locations, including our home. This has not been done,
2) The City of Minneapolis has water pipes which connect with St.Anthony and which are not
large enough to allow the run-off ffom areas north resulting in water back-up in St.Anthony.
Additionally, the continuous building of areas such as the new Target/Home DepaTtainbow
complex takes away from areas that were able to handle run-off water previously.
3).- The City of St. Anthony is a part of Hennepin County, and the county must be included in
efforts to resolve this problem which impacts many of the county's residents. People in St.
Anthony have been silent too long. This is a small community, which should not be attempting to
resolve this problem without the advice and counsel of both the county and the state.
4) The State of Minnesota, through legislation in recent years, has passed laws requiring Hennepin
County to provide funds through fiscal disparity to assist outstate counties. However, if there are
not funds available to resolve our problems in Hennepin County, this legislation must be changed.
We need to utilize our own tax dollars to resolve our problems.
5) Finally,we believe that because St.Anthony is a small community,we continue to be ignored. '
We pay property taxes, state and federal taxes, and we cannot continue to be devastated by the
water problems.that currently exist. As you know,we are not a designated flood plain;therefore,
we are unable to purchase flood insurance. Consequently,we are not covered by any insurance,
even with our"deluxe"policy through All State Insurance—no personal possessions not
structural assistance is available to us (or other St.Anthony residents).
We recognize that our one property is not sufficient to build a holding pond, but given the developments
in our community,we also believe that this property should not be utilized for a home. Possibly a vacant
lot could help our neighbors'water problems.
If you have any questions or are interested in viewing our property, please contact us at 789-3247. We
await your decision.
Sincerely,
0.
Norine(Janos)and Ted Lockrem
Cc St,Anthony Mayor Clarence Ranallo
State Senator John Marty
State Representative Mary Jo McGuire
City of Minneapolis Mayor Sharon Sayles-Belton.
Hennepin County Commissioner Mark Stenglein
U.
