Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Proposed Amendment- to the Zoning Ordinance RE: <br /> Schools, Churches, Temples and Synagogues. 1`i4 7— ao'g <br /> Attached is a copy of the revised proposed amendment to the City Ordinance regarding lot <br /> coverage and parking for schools, churches, temples and synagogues based on suggested <br /> revisions from the Planning Commissioners. They were not comfortable recommending <br /> the proposed amendments to the City Council for a first reading at this time and requested <br /> an opportunity to continue their review until the October Planning Commission meeting. <br /> The Planning Commission would like to keep the parking requirement unchanged, but <br /> added that if the applicant can show clear justification why the use would not need the <br /> • required number of parking spaces, a plan showing less parking spaces may be approved by <br /> the City Council. In this way, the City could insure that adequate parking is provided on <br /> site. <br /> Unfortunately, the City Attorney was not able to provide comments on the proposed <br /> amendment until after the September Planning Commission meeting; he was on vacation. <br /> Mr. Soth did call me on Wednesday afternoon and stated that the proposed amendment <br /> looked good. He felt it covered all the issues he was concerned about with regard to the <br /> City granting variances to and expanding a conditional use for a non-conforming use. <br /> Recent events have made the City more sensitive to drainage issues due to increased <br /> impervious surfaces and the possibility that the proposed amendment will increase <br /> impervious surfaces has prompted the need to consider further amendments to the Zoning <br /> Ordinance that will stipulate further landscaping and drainage considerations for all zoning <br /> districts. I would recommend that the Staff work with WSB, Rice Creek Watershed <br /> District and the City Attorney to develop an ordinance that would tighten the City's <br /> existing landscaping and drainage requirements. <br /> • <br />
