city . <br /> 6 . Sanitary sewer . The current ordinance regarding use of sanitary sewers <br /> for release of water from sump pumps would be changed to prevent this type <br /> of use and establish appropriate fines for failure to comply . It would <br /> allow the city to inspect all city residential and commercial buildings for <br /> compliance at any time not just when the property is sold . Sanitary sewer <br /> check valves would, be installed at city expense in all homes that reported <br /> damage from the July 1 floods and do not currently have check valves . If <br /> the resident refuses to have one installed they would sign a release form <br /> releasing the city from any liability for that property . Future owners <br /> Ad be required to install a check valve at their expense or sign a <br /> release form. The above change to the current ordinance mentioned above <br /> and the installation of check valves would be accomplished by May 1 , 1998 . <br /> 7 . Priority over park funding . No city funding would be used to improve <br /> the city' s parks until the short term needs of its citizens damaged, by the <br /> July 1 flooding are met. Recommend that a portion of Apache Plaza land be <br /> used for additional park space . <br /> 8. Use of current city resources . The city ' s maintenance department and <br /> fire departments would be put on alert that when heavy rains are predicted <br /> by the weather bureau or they are in the process of happening they clean <br /> the sewer drains of refuse. The fire and police departments would also be <br /> 0 alert to patrol the flooded streets for the safety of residents from <br /> ve'F icles driving on lawns to avoid 'the flooded stre ets or drivin,g <br /> through <br /> flooded streets , people playing in the flooded streets to protect from <br /> drowning , and those who may try to loot homes where residents are not at <br /> home .
