City Council Meeting Minutes <br /> • July 27, 1999 <br /> Page 11 <br /> i Faust recommended that the Council table the issue, and request that the engineers review some <br /> 2 possible alternative solutions as had occurred with the Harding area. He added he would not . <br /> 3 wish to imply hope to the 3 homeowners affected by this resolution, but expressed his belief in <br /> 4 the necessity of reviewing other options and costs. <br /> 5 Marks agreed, stating other options were also reviewed for Silver Point Park, and the Council <br /> 6 took the stand that all possibilities would be reviewed. <br /> 7 Ranallo asked whether the residents to the east of the Lockrum home might possibly be willing <br /> 8 sellers, and requested that Mr. Willenbring review that issue within 30 days. Mr. Willenbring <br /> 9 stated the engineers would review whether another property could be utilized to provide adequate <br /> 10 storage and an overflow route for water from the alley. <br /> 11 Thuesen stated the project involved removal of 5 homes, and the other 2 properties in question <br /> 12 have not even been mentioned or discussed. He expressed support of Faust's recommendation <br /> 13 that the issue be tabled,but reiterated that a decision would need to be made in the near future. <br /> 14 He expressed his'commitment-to 100-year flood protection for the City, and added that a "do <br /> 15 nothing" strategy has proved disastrous in the past. <br /> Cavanaugh stated the issue has been studied enough, and he-would not support tabling the issue. <br /> 17 He added the Council and staff have not engaged in due diligence with the Kuharski's, and <br /> 18 -eminent domain is the next step in the process. <br /> 19 Cavanaugh stated that he understood Evergreen was working towards obtaining fair price for the <br /> 20 Kuharski's, and added they expressed their willingness to cooperate. He noted the City has <br /> 21 engaged in appraisals. He stated that delaying this decision would be unfair to the Kuharski <br /> 22 family and would cause further uncertainty for them. <br /> 23 Cavanaugh stated the City should move to resolve this issue so the Kuharski family can get on <br /> 24 with their lives and move to the next level of negotiations. <br /> 25 Ms. Kuharski stated her family has made efforts to appear that they were being cooperative. She <br /> 26 expressed support of tabling the issue to pursue other options. She added the Council should not <br /> 27 take their home if other options are available. She cautioned the Council to move carefully as <br /> 28 she and her family are not willing to give up their home, and are prepared to fight for it. <br /> 29 Faust stated a 30-day delay is not unreasonable. Ms. Kuharski stated she and her family would <br /> 30 accept a 30-day delay. Ranallo instructed Mr. Willenbring to work diligently to review other <br /> 31 options and report back to the Council in 30 days. <br /> • <br />
