Faust stated the Council would wish to review unwilling seller situations which <br /> 3 provide a viable solution. <br /> 4 Motion by Faust, second by Marks to table Resolution 99-051, and to instruct WSB, Inc. to <br /> 5 review other options for presentation to the Council on August, 24, 1999. <br /> 6 Motion carried unanimously. <br /> 7 Mr. Soth clarified that the City has the right to condemn the property in question despite whether <br /> 8 other options are available or the homeowners are agreeable. <br /> 9 B. Resolution 99-052, re: Consulting firm for acquisition of residential homes relating to <br /> 10 flood mitigation_ program. <br /> 11 Motion by Marks, second by Faust to table Resolution 99-052. <br /> 12 Motion carried unanimously. <br /> 13 C. VII. Reports, Item B. Planning Commission Meeting - July 20, 1999. • <br /> 14 Ranallo welcomed Planning Commissioner Todd Hanson and invited him to address the Council. <br /> 15 Mr. Hanson reviewed the Commission's Tuesday, July 20, 1999 meeting at which 1 public <br /> 16 hearing and 2 concept reviews were discussed. <br /> 17 Mr. Hanson stated the public hearing involved a proposed land use plan for the St. Anthony <br /> 18 Shopping Center as proposed by Mr. Richard Krier, RLK Kuusisto, Ltd. He presented a <br /> 19 depiction of the land use plan which emerged from the public hearing and subsequent discussion. <br /> 20 He invited Mr. Krier to address the Council. <br /> 21 Mr. Krier stated the land use plan presented a community vision for the shopping center to <br /> 22 include a village-like community center with retail areas, green space and alternatives. He added <br /> 23 the next step is the creation of an illustrative site plan in cooperation with primary retailers and <br /> 24 the City if the Council wishes to proceed. <br /> 25 Ranallo asked for an update with regard to the sale of the Town& Country site. Mr. Hanson <br /> 26 stated a representative of the prospective new owner of the Town& Country site had been <br /> 27 present at the Commission's meeting to discuss a concept review for the property. <br /> 28 Mornson stated the prospective new owners of the site will be requesting a conditional use <br /> 29 permit from the Planning Commission at their August meeting and are planning a major <br /> 30 renovation this fall. He added meetings are scheduled with the prospective new owner as well as <br /> 31 the new shopping center owners to begin a dialogue with regard to the land use plan. • <br />
