City Council Meeting Minutes <br /> July 27, 1999 <br /> Page 10 t <br /> i Harold Froehlich, 3016 Armour Terrace, stated he received the condemnation notice and was <br /> 2 disturbed at the prospect of taking homes. He added he is a retired engineer, and in his opinion, <br /> 3 the Silver Point Park holding pond appears to be sufficient. He expressed unbelief that 10-12 <br /> 4 homes must be taken. He stated the City should broaden its thinking and look at other solutions <br /> 5 to the problem. <br /> 6 Faust clarified that 5 properties have been identified, 2 of which have already been acquired. <br /> 7 Peter Larson, 2910 - 30th Avenue NE, stated he has lived in the City since 1966 and has <br /> 8 experienced flooding 3 times. He asked whether a 6-foot diameter pipe under Silver Lake Road <br /> 9 might be a possible solution, with a holding pond at the Town & Country site. <br /> 10 Mr. Willenbring stated that alternative was reviewed as a possible solution for the Harding area <br /> 11 flooding problems. He added the Wilson/Pahl area is more isolated and it is not anticipated that <br /> 12 its problems would be solved by that solution. He noted the project in question constitutes the <br /> 13 most cost effective and direct way to deal with the problem from an engineering perspective, and <br /> 14 the removal of the structure at 2709 Pahl Avenue provides an overflow for water to reach the <br /> 15 pond at the Wilson/Pahl intersection. <br /> 16 Mr. Willenbring stated there are other ways of addressing this problem which would affect other <br /> 17 parcels or pieces of parcels which would affect more people and cost more money. He added <br /> 18 there are alternatives that could be available but would involve taking someone else's house <br /> 19 instead of the house in question. <br /> 20 Mr. Willenbring stated the engineers attempted to provide the Council with the best available <br /> 21 options, although there are other alternatives which could be utilized at higher cost to the City. <br /> 22 Marks asked whether a pipe and underground reservoir might be an alternative solution. Mr. <br /> 23 Willenbring stated a huge underground concrete bunker could be constructed at a high cost and <br /> 24 great impact to the community. He added, in his opinion, this would not be a viable approach as <br /> 25 the cost would considerably exceed any benefit. <br /> 26 Faust stated the Storm Water Task Force, on which he served with many other members of the <br /> 27 community, presented a plan to the Council which would provide a viable solution to long term <br /> 28 flooding. He expressed his continuing commitment to 100-year flood protection for the <br /> 29 community. <br /> 30 Faust stated there is a conspiracy of silence in the community, and expressed the importance of <br /> 31 disclosing residential flooding problems when homes are sold in the community. He added the <br /> 32 Council, as.elected officials, have a responsibility to do the right thing for the greater good of the <br /> 33 community, and he believes great progress has been made at a minimal expense to the <br /> 34 community. <br />
