City Council Meeting Minutes <br /> • July 27, 1999 <br /> Page 9 <br /> 1 Mr. Willenbring stated that ponds constructed in both locations will provide more storage, and <br /> 2 the generation of 5 acre feet of storage is necessary to prevent ponding on St. Anthony <br /> 3 Boulevard. Mr. Kuharski stated, in his opinion, it is poor engineering if the amount of water to <br /> 4 be held in other locations can not be identified. <br /> 5 Brett Carlson, 2713 Pahl Avenue, stated he has lived in the City for 1 year and never heard <br /> 6 anything about flooding issues. He asked how the Council can be unemotional when faced with <br /> 7 this decision and these wonderful people. He agreed a decision must be made, but questioned <br /> 8 whether taking the Kuharski home is the answer. He urged the Council to take issues of the heart <br /> 9 into consideration. <br /> 10 Kirk Larson, 3509 Maplewood Drive, stated that, in his experience as a teacher, the 2 homes <br /> 11 already obtained by the City represent only 40% of the 5 homes originally under negotiation, <br /> 12 which means the City failed in its efforts. He added that it takes a village to raise a child, and he <br /> 13 does not want to be a part of a village that kicks out families. <br /> 14 Sherie Roder, 3605 Roosevelt, stated she has lived in the City for 5 years, and added that <br /> 15 although she does not know the Kuharski family she is concerned that their home should not be <br /> �6 taken away from them. She urged the Council not to take their home, and to consider that it <br /> 7 could be their home. <br /> 18 Steve.Maciosek, 2605 Pahl Avenue, stated he is aware of the City's flooding problems and <br /> 19 agrees a solution must be found. He added while the engineer's recommendation may be the <br /> 20 most cost effective proposal, this is a community and not a business, and other options with <br /> 21 lower impact should be considered. <br /> 22 Mary Scott, 3212 Hilldale Avenue NE, stated she has lived at that residence for 1 year although <br /> 23 she was raised in the City. She added she has known Ms. Kuharski since 1981, and she and her <br /> 24 family are dear people. She requested the Council review other solutions such as drain tiling in <br /> 25 each home rather than evict a family over 1 flooding incident. She urged the Council to unit in <br /> 26 reviewing the problem and find an easy solution such as drain tiles. <br /> 27 Ranallo stated, with regard to drain tiles, the storm water would continue to back up in the <br /> 28 existing pipes into the City, and drain tiles often cause more problems. <br /> 29 Cavanaugh requested a 5-minute break. Ranallo noted the residents in attendance did not <br /> 30 support this suggestion. <br /> 31 Mike Kelly, 2809 Pahl Avenue, stated he spent many hours in the Kuharski's basement and does <br /> 32 not recall any flooding or water damage. He added the house, which is 31 years old and was <br /> 03 built by the Kuharski's, has only had 1 flooding incident in 22 years. <br />
