12 City Council Regular Meeting Minutes April 25, 2000 Page 11 1 Mr. Hanson clarified that an engineer had reviewed the design and specifications and a 2 letter had been drafted and signed to the effect that the building is capable of supporting 3 the proposed installation(page 90 of the agenda packets). 4 Thuesen inquired about the possibility of additional companies wishing to install 5 antennas and expressed concern about the utilization of the water tower for placements. 6 In this respect, Mr. Hanson introduced Jim Nelson of Buell Consulting, acting as a repre- 7 sentative for Nextel Communications. Mr. Nelson addressed Thuesen's concern by stat- 8 ing that typically a space of approximately 15-20 feet must be maintained between 9 similar antennas. The issue at hand becomes compounded by the structure itself. 10 Mr. Hanson reviewed the Minutes from the April 18, 2000 Planning Commission 11 meeting wherein the Conditional Use Permit requested by Nextel Communications was 12 approved upon motion by Bergstrom, and seconded by Hanson. 13 Motion by Hodson to approve Resolution 00-033, a Resolution Approving a Conditional 14 Use Permit for Placement of Wireless Antenna at the Apache Medical Building, wherein #6 the City Council of the-City of St. Anthony hereby approves the request for a conditional use permit from Nextel Communications allowing construction of a wireless antenna site 17 at 4001 Stinson Boulevard in the City of St. Anthony. 18 Motion carried unanimously. 19 B. Police Department 1999 Annual Report. 20 Mayor Cavanaugh welcomed Police Chief Engstrom and invited him to address the Council. 21 Police Chief Engstrom reviewed for the Council pages 99-111 of the agenda packets which pre- 22 sented the 1999 Annual Police Report. 23 Chief Engstrom pointed out that there was a drop in Part 1 crimes and an increase in Part 2 24 crimes. The significance is due to the fact that there were more police officers on patrol that al- 25 lowed for additional arrests of Part 2 crimes. Additionally, Chief Engstrom noted that the de- 26 partment has developed a zero tolerance for alcohol usage, drugs, and underage tobacco usage. 27 Chief Engstrom noted that the department was proactive in 1999 with the involvement of the 28 Community Prevention Coalition,DARE, Crime Prevention efforts, and training of three new of- 29 ficers as well as two new Community Service Officers. Additionally, three town meetings were 30 held in May relating to crime prevention, Y2K issues, and City functions. Chief Engstrom 1 elaborated that the department conducted tobacco compliance checks during the year and 2 obtained a federal/state grant for Liaison officers at the high school on a part-time basis for the 33 Year 2000.
