The intent is to create education and incentives for people to . <br /> take these.steps rather than requirements and enforcements. <br /> Rationale <br /> Excluding Decks <br /> Under current interpretation, decks-are counted in determining lot coverage because <br /> they are structures. This does not seem in line with the intent of the ordinance to limit <br /> storm water runoff since water can run through the spaces and permeate into the <br /> ground below. <br /> Two Tier Lot Coverage Limit <br /> We believe-the,35% limit.is nol reasonable fdr lots-under the current minimum lot,size <br /> of 90QO square feet.. Todd Hubner of WSB reported to us that increasing the lot <br /> coverage limit for these lots would.not affect the storm water retention in St. Anthony. <br /> The two tier system::would allow property owners to imptaye their property without <br /> going.through the variance process, leaving variance requests for only extraordinary <br /> circumstances. The 35% limit for lots.of 9000 square feetand above is in line with <br /> other communities and we believe it provides adequate room for development in the <br /> majority of cases... Richfield has s similar two tier system. <br /> Water Retention Plan <br /> We believe most people would be willing to make simple changes to their building <br /> plans to help alleviate S.t. Anthony's storm water problem if.thay were given ideas and <br /> encouragement to do so. Examples include directing gutter down spouts into the yard <br /> rather than dawn the driveway and sloping-parking.'are.as toward the yard.-rather than <br /> toward the street.
