• Recommended Improvements: <br /> • The SAV 1 and the Stonehouse are in need of a new,updated look and newer,updated <br /> equipment to maintain its relevance in the competitive market that they are in. The SAV 1 <br /> has a serious functional deficiency in the relationship between storage areas and the location <br /> of its loading dock. The Stonehouse,including the portion serving as storage for SAV 1,has <br /> several physical deficiencies that would require major comprehensive remodeling in order to <br /> extend its useful life.In the event of major remodeling,the costs to convect regulatory issues <br /> and the potential costs of hidden deficiencies are likely to be as high as new construction. <br /> The final cost and time spent remodeling would likely be better spent planning a new facility <br /> that would serve you better. The only recommendations for this building are to complete <br /> aesthetic,non-structural surface repair(finishes,carpeting,roof-patching,etc.)as needed for <br /> everyday use of the facility. Ultimately, we recommend new construction for SAV 1 and the <br /> Stonehouse. <br /> • Fire Station#1 <br /> • Recommended Improvements: <br /> The Fire Station is in need of additional,more functional space. The standard for modern fire <br /> station design includes drive-through apparatus bays,something that is not available with the <br /> current facility. On August 8 and September 12,2000,Joel Hewitt,City Fire Chief,and Jay <br /> Hartman met with Nancy Schultz,SEH,and Jason Zemke to discuss potential courses of action for <br /> the Fire Station. To meet the current and future needs of the Fire Department, it is clear that <br /> changes need to occur. <br /> • Discussion of Fire Station Remodel: For the following reasons,we recommend against <br /> extensive remodeling improvements within the existing building framework: <br /> • The existing building has fulfilled its life expectancy for its construction type(approx. 50 <br /> ' years plus) <br /> • The original building was not designed to house a fire station <br /> • Current location of building on the site is not ideal <br /> • Sizes of modern apparatus and other new equipment are typically larger than past <br /> models <br /> • The current Fire Station is approximately 5,400 sf. The actual area needed,assuming <br /> standard circulation efficiencies in planning, is approximately 11,500 sf. If additional <br /> area is added to the existing building, it will likely conflict with other existing uses on the <br /> site. Remodeling does not appear to serve this site to its best potential <br /> • Extensive remodeling is often cost-prohibitive <br /> • Often triggers the need to update entire facility to current regulatory requirements: <br /> ' • Electrical wiring,HVAC and exhaust systems,fire access and egress,H.C. <br /> accessibility,etc. <br /> • Often uncovers unknown deficiencies in construction <br /> ' • Hazardous materials,structural damage,etc. <br /> • Additional costs tend to `snowball' and drastically increase the cost and scope of the <br /> original project <br /> • Construct a New Fire Station: <br /> Therefore,we recommend that a new Fire Station is constructed,either on the same site <br /> (including modification of the entire site)or relocated to a suitable site within the City. To <br /> help determine the scope and cost of a new Fire Station,we studied the required space needs <br /> and potential site issues for a new building. <br /> • Space Needs Report: <br /> To determine the spatial needs of the Fire Department,a summarized Space Needs <br /> Report was generated(see Section VI,Appendix). This report lists the major spaces <br /> needed for a new fire station,which totals 11,530 square feet. The total site needed for <br /> this fire station is estimated to be approximately 36,000 square feet. <br /> 9 <br />
