City Council Regular Meeting Minutes QZ <br /> March 9, 2004 <br /> Page 2 <br /> 1 <br /> 2 V. REPORTS FROM COMMISSIONS AND STAFF. <br /> 3 None. <br /> 4 <br /> 5 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 6 A. Resolution 04-024, re: Consider bids for construction of a new fire station. <br /> 7 Scott Johnson, Project Manager, Kraus-Anderson Construction Company, stated 97 bids were <br /> 8 received for the new redesign of the St. Anthony Village fire station, along with bids for the <br /> 9 three add alternates. He noted bids were received under budget, thanks to the hard work of the <br /> 10 parties involved. He added it was recommended bids be awarded to the lowest responsible <br /> 11 bidder in each division, excluding Bid Division 21 (Window Treatments), as no qualifying bids <br /> 12 were received. He noted the budget would allow for that item to be completed at a later date. <br /> 13 <br /> 14 Councilmember Thuesen noted two alternates, the vehicle exhaust system and cast stone band in <br /> 15 lieu of the brick soldier course,were not accepted due to budget constraints. He asked Mr. <br /> 16 Johnson to comment on the denial of the vehicles exhaust system. <br /> 17 <br /> 18 Mr. Johnson explained this particular exhaust system was a secondary system that attached <br /> 19 directly to the trucks to vent out the exhaust when the trucks were running. He added the system <br /> 20 automatically released from the truck as it drove away. <br /> 21 <br /> 22 Councilmember Faust asked if the only item being eliminated was the ability to disconnect the <br /> 23 system when the truck moved away from it. Mr. Johnson responded the separate unit would not <br /> 24 be there at all. <br /> 25 <br /> 26 Councilmember Thuesen asked if the area would have safe exhaust levels without this system. <br /> 27 Jeff Oertel, Oertel Architects,responded a primary system was already part of the building. He <br /> 28 explained the primary system would circulate the air approximately two to four times per hour, <br /> 29 which was similar to the air circulation in the Public Works building. He indicated the building <br /> 30 was able to evacuate air at reasonable levels; however, the secondary system would allow a <br /> 31 vehicle being run for a period of time to be attached to the exhaust system by a flexible tube that <br /> 32 evacuated the exhaust from the building. <br /> 33 <br /> 34 Councilmember Thuesen asked Fire Chief Hewitt about the likelihood of vehicles running for a <br /> 35 period of time. Chief Hewitt responded the trucks would be running during routine maintenance, <br /> 36 which was done every week. He added the secondary system would increase the elimination of <br /> 37 any contaminants in the building. He noted a second benefit would be that absolutely no diesel <br /> 38 fuel would be left within the apparatus bay or within the building,which would save on building <br /> 39 maintenance. He indicated he had experienced"good luck"with the systems with which he had <br /> 40 been involved. <br /> 41 <br /> 42 Councilmember Faust indicated Public Works did maintenance on the fire trucks; therefore, the <br /> 43 Fire Department would not be doing the type of maintenance done in a garage. Chief Hewitt <br /> 44 responded work such as pump maintenance would be done, which would keep the pumps <br /> 45 running approximately five to fifteen minutes. <br /> 46 <br />
