City Council Regular Meeting Minutes 03 <br /> March 9, 2004 <br /> Page 3 <br /> 1 City Attorney Gilligan arrived. <br /> 2 <br /> 3 Councilmember Stille noted Mr. Johnson stated Bid Division 21 was being excluded; however,: <br /> 4 Mr. Johnson's report also indicated no bids were received for Bid Division 13 (Unit Skylights). <br /> 5 Mr.. Johnson responded Bid Division 13 was a bid alternate that received no consideration. <br /> 6 <br /> 7 Councilmember Faust asked Mr. Oertel to "for the record tell me again about infloor heating." <br /> 8 Mr. Oertel responded infloor heating"was a special baby of mine,"as he felt it was a great way <br /> 9 to heat the building. He explained infloor heating was part of the original plan and an alternate <br /> 10 system was not considered; however,when budget concerns surfaced, it was known between <br /> 11 $60,000 and $80,000 was available for the infloor heating and that money was needed elsewhere. <br /> 12 He noted the majority of fire stations had the system currently being planned; however, he <br /> 13 indicated infloor heating was a great system and mostly used for mechanic areas where <br /> 14 employees were working on the floor the entire day. <br /> 15 <br /> 16 Discussion followed regarding the payback on the cost differential between systems. Mr. Oertel <br /> 17 indicated, in his opinion, there was an approximate 10-to 12-year payback on that cost <br /> 18 differential. <br /> 19 <br /> 20 Motion by Councilmember Faust, seconded by Councilmember Thuesen,to adopt Resolution <br /> 21 04-024 awarding the bid for general construction, mechanical and electrical, for a new fire <br /> 22 station, as recommended in the March 2, 2004, letter from Kraus-Anderson in the amount of <br /> 23 $1,083,599.00 for BP-2 Bid Division Nos. 1-24 (excluding Bid Nos. 13 and 21). <br /> 24 <br /> 25 Discussion: <br /> 26 <br /> 27 Councilmember Thuesen stated he wanted Council to discuss its feelings regarding Alternate Bid <br /> 28 2, which was the vehicle exhaust system. He indicated$34,831 was a wise investment in the <br /> 29 - long term to insure air quality and health'standards. <br /> 30 <br /> 31 Councilmember Faust stated he thought this was something that could be considered; however, <br /> 32 he reminded Council there was a smaller, separate area in the Public Works building that would <br /> 33 have a system that allowed exhaust to be eliminated from the building. He noted Council was <br /> 34 trying to balance creature comforts with what was practical and affordable. He added he liked <br /> 35 the infloor heating but could not vote for it, as he was not able to convince Council of the <br /> 36 paybacks until he received more evidence. He noted he was comfortable with the current bid <br /> 37 and added there was always "push and take"on these items. He suggested Council rely on its <br /> 38 consultants to prioritize and recommend those items that would enhance the building. <br /> 39 <br /> 40 Councilmember Stille indicated, at this time, he would just as soon leave the motion as it was. <br /> 41 He noted he had not understood from the presentation that the secondary exhaust system was <br /> 42 needed to protect the health and safety of the firefighters. He added he would like to allow all <br /> 43 the"bells and whistles"; however, Council had a budget it needed to respect. <br /> 44 <br /> 45 Mayor Hodson stated he tended to agree, as Council had assured the residents it would respect <br /> 46 the budget. He indicated Council would like to see any significant evidence of payback; <br />
