Improving communications for City initiatives and accomplishments, which included <br /> 3 improvement of signage within the community. <br /> 4 3. Preparation of a policy to guide decisions related to the installation and funding of <br /> 5 lighting and sidewalks due to street reconstruction. <br /> 6 4. Exploration of the emergency response team,which was a strongly recommended <br /> 7 component of emergency preparedness. <br /> 8 5. Completion of the public facilities construction and implementation,which included the <br /> 9 public works building, fire station and two liquor stores. <br /> 10 <br /> 11 Mr. Prosser noted the plan was an ambitious undertaking in addition to all of the day-to-day <br /> 12 responsibilities of a City, especially considering the financial pressures currently being <br /> 13 experienced by communities. <br /> 14 <br /> 15 Mr. Prosser cited the keys to implementation of the City's goals and major action areas to <br /> 16 implement those goals and stated Council reaffirmed the vision statement and core values of the <br /> 17 community. He indicated the City's mission was as follows: To be a progressive and livable <br /> 18 community—a walkable village that is safe and secure. <br /> 19 <br /> 20 Mr. Prosser stated he wished to take a moment to reflect on the City's redevelopment efforts, as <br /> 21 he felt St. Anthony Village had done a good job of putting its redevelopment into perspective. <br /> 22 He indicated many communities were faced with an infrastructure built after World War II and <br /> 23 market realities had made that infrastructure incomplete. He noted St. Anthony Village had <br /> 24 turned its situation into a positive while maintaining consistency with its core values, which <br /> 25 would help assure the long-term viability of the community. He explained that municipal credit <br /> 26 agencies evaluated the security of a city's investments, along with its ability to repay, and added <br /> 27 the agencies felt that communities able to succeed in this area would be attractive to residents <br /> 28 and investors in the future. He stated St. Anthony Village was taking steps to capture this <br /> 29 success. <br /> 30 <br /> 31 Mr. Prosser noted the City's staff had also identified and prepared a specific strategic plan, <br /> 32 which was included in the report received by Council. He indicated the goals were realistic and <br /> 33 the plans to implement those goals were solid. He stated the City's staff had done this for four <br /> 34 years, displaying a disciplined approach to managing the community for both the short and long <br /> 35 terms. He explained this disciplined approach helped assure the value of both the financial and <br /> 36 emotional investments made in the community. He applauded the City's efforts and thanked <br /> 37 Council and staff for the opportunity to help facilitate the work. <br /> 38 <br /> 39 Councilmember Faust thanked Mr. Prosser for the help he had given. <br /> 40 <br /> 41 Mayor Hodson stated the process had continued for four years and he felt the critical piece was <br /> 42 the consistency with which the City was moving forward with goals and initiatives. He thanked <br /> 43 City Manager Morrison and City staff for doing an outstanding job and noted a team of staff <br /> 44 worked on a day-to-day basis reviewing and implementing the City's goals and mission. He <br /> 45 added Council and staff were making attempts to move the community into the decision-making <br /> 46 process. <br />
