City Council Regular Meeting Minutes <br /> March 9, 2004 07 <br /> Page 7 <br /> 1 <br /> 2 Mayor Hodson noted a copy of the strategic plan would be at the library or City Hall. <br /> 3 <br /> 4 Councilmember Thuesen asked if a copy of the strategic plan would be on line. Mr. Momson <br /> 5 responded it was not on line yet. <br /> 6 <br /> 7 Mayor Hodson stated part of the communication process was the involvement of individual <br /> 8 residents in the planning meetings. He expressed appreciation for their participation. <br /> 9 <br /> 10 Councilmember Faust noted Mr. Prosser brought the City information regarding its key financial <br /> 11 strategies, which allowed the City to make the quantum steps it was taking. He added the City <br /> 12 was able to reach its current position because of staff discipline, along with its willingness to <br /> 13 listen and act upon Mr. Prosser's recommendations. He thanked Ehlers and Associates for its <br /> 14 wisdom and ability to teach those involved. <br /> 15 <br /> 16 Mr. Prosser stated he did have one criticism, which was the tendency of Council not to "pat itself <br /> 17 on the back" for the accomplishments of the community. He noted it was important to relay <br /> 18 information regarding those accomplishments so residents could understand the value of what <br /> 19 was being done, which would make them better sales people for the community. He advised <br /> 20 Council to celebrate its successes and suggested cities should publish a stockholder's report <br /> 21 similar to that of businesses. <br /> 22 <br /> 23 Mayor Hodson noted one of the suggestions brought by Ehlers and Associates during the goal <br /> 24 setting was the arrangement of a town meeting sometime in the future to address the <br /> 25 accomplishments made by the community. <br /> 26 <br /> 27 Motion by Councilmember Faust, seconded by Councilmember Thuesen, to accept and adopt the <br /> 28 2004 Strategic Plan as.presented by Ehlers and Associates. <br /> 29 <br /> 30 Motion carried unanimously. <br /> 31 <br /> 32 Mr. Mornson noted copies of the strategic plan were not yet in the library and would be on line <br /> 33 after its adoption. He added the strategic plan would be presented to the Planning Commission, <br /> 34 Park Commission and School Board in April. <br /> 35 <br /> 36 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 37 City Manager Morrison reported the following: <br /> 38 Staff had been meeting frequently with the developer for the Silver Lake project and four <br /> 39 events would take place within the next month: 1)Purchase Agreement completed for <br /> 40 the new liquor store on 39th Avenue in April; 2) Tires Plus application for a conditional <br /> 41 use permit would be on the Planning Commission's March 16, 2004, agenda; 3) the 39th <br /> 42 Avenue NE project was progressing, with possible changes to the schedule, a meeting <br /> 43 with adjacent property owners scheduled for March 23, 2004, and the related public <br /> 44 hearing scheduled for April 27, 2004; 4) the Bulldozer Bash at Apache Plaza was <br /> 45 scheduled for March 20, 2004, from 5:00 p.m. to 10:00 p.m. <br />
