-8- <br /> Mr. Childs informed the Council that it would be necessary, in order <br /> that the April 30th deadline for submitting a 202 application for <br /> the proposed senior rental project on Kenzie Terrace would be met, to <br /> schedule a special Planning Commission meeting for Tuesday, April 3rd <br /> so their recommendations related to the P .U.D. for the senior project <br /> could be presented to the Council at their April 10th meeting , in <br /> plenty of time for the application deadline . <br /> The Manager reported the LMC committee he serves on had arrived at a <br /> policy for the distribution of the state ' s share of Industrial <br /> Development Bonding under the $150 cap formula, which Mr. Childs <br /> indicated he perceives could be advantageous to the City since it <br /> would no longer be necessary to fight other municipalities for the <br /> funding. Councilman Marks said he had learned the state legislature <br /> was assuming a 50/50 split between the state and local governments . <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> adopt Resolution 84-017. <br /> RESOLUTION 84-017 <br /> A RESOLUTION RATIFYING THE 1984 AGREEMENT BETWEEN <br /> THE CITY AND HOTEL EMPLOYEES ANE1 RESTAURANT EMPLOYEES <br /> UNION, LOCAL NO. 17, AND AUTHORIZING THE MAYOR <br /> AND CITY TANAGER TO EXECUTE THE <br /> AGREEMENT ON BEHALF OF THE CITY <br /> Motion carried unanimously. • <br /> Mr. Childs gave the details of the union contract with the Public <br /> Works Department . <br /> Motion by Councilman Marks and seconded by Councilman Makowske to <br /> adopt Resolution 84-018 . <br /> RESOLUTION 84-018 <br /> A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO <br /> EXECUTE THE AGREEMENT BETWEEN THE METROPOLITAN AREA <br /> MANAGEMENT ASSOCIATION, REPRESENTING THE CITY OF <br /> ST. ANTHONY, AND THE INTERNATIONAL UNION <br /> OF OPERATING ENGINEERS , LOCAL 49 <br /> Motion carried unanimously . <br /> In his -March 8th memorandum, the Manager had given a water contamination . <br /> update with staff recommendation, and had included in the agenda <br /> packet copies of his December 21st letter to the Minnesota Department <br /> of Health asking whether the City wells could be considered a reliable <br /> source -of municipal water supply and the Commissioner of Health' s <br /> February .-29th reply recommending that the City take Well #3 out of <br /> service because certain contaminant levels have exceeded health depart- <br /> ment criteriA-�and to prevent further contamination of Wells .#4 and 5 , <br /> which at this- time are considered to be acceptable sources of. water • <br /> supply . Mr,. Childs indicated the CH2M Hill study had called for water <br /> conservation measures and connecting the southern third of the City to <br /> the Roseville water supply, as temporary measures until a permanent <br /> solution can be found. <br />
