-9- <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> • authorize the application to E.P .A. for temporary assistance for the <br /> summer of 1984 , and possibly , the summer of 1985 , and to follow the <br /> Minnesota Department of .Health recommendation to wait to implement <br />+ permanent solutions until the Superf and study is completed. <br /> i <br /> Motion carried unanimously . <br /> The meeting was recessed at 9 : 15 P.M. and reconvened at 9 : 25 P.M. for <br /> a consideration of staff and the City ' s auditor ':s recommendations that <br /> i water and sewer rates be raised to levels which would generate enough <br /> i income to cover operating expenses and would meet the consistent raise <br /> in Metro Waste charges to the City, which represent 80% of the City <br /> 1 sewer costs . <br /> In his March 8th memorandum, Mr. Childs had graphically compared <br /> St. Anthony ' s current and proposed water rates with those of 7 <br /> neighboring suburbs which he perceived demonstrated that the proposed <br /> increase would still result in the City being lower than other <br /> communities . Staff recommendation was that the water rates be <br /> increased by 5� to 45� per 100 cubic feet, with a review of the <br /> 1985/86 needs at budget time this fall, since this increase had not <br /> included a possible $20 , 000 loss of revenue if a water sprinkling, <br /> restriction is put into force this summer. <br /> The Manager had classified the deficiency in the sewer rate structure <br /> • as - "severe•• illustrating by .graph that the fund had not been .in the <br /> black for sewer, and had recommended those rates be raised from 75� <br /> to $1. 10 per 100 cubic feet , which although that amount would leave <br /> a deficit of $34 ,000 for 1984 , could be expected to balance the fund <br /> for 1985 , as long as City costs and Metro Waste charges were increased <br /> only 8% between 1984 and 1985 . - Councilman Ranallo recommended the new <br /> ordinance be written to permit the rates to be automatically adjusted <br /> to reflect any larger raises in Metro Waste charges and thus to avoid <br /> having to rewrite the ordinance each year to reflect those changes . <br /> Motion by Councilman Marks and seconded by Councilman Makowske to direct <br /> staff to prepare an ordinance which would authorize a 5� per 100 cubic <br /> . . . feet increase in City water rates and an increase to $1 . 10 per 100 <br /> cubic feet for the sewer rates as proposed by staff for the City of <br /> St. Anthony. <br /> Motion carried unanimously . <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> adopt the resolution which authorizes the transfer of $5 ,000 in the <br /> 1983 budget from the Council Contingency Fund to the Capital Equipment <br /> budget. - . <br /> RESOLUTION 83-046 <br /> A RESOLUTION MODIFYING THE 1983 BUDGET <br /> Motion carried unanimously . <br />
