-10- <br /> The Manager -noted that this was the first time in memory that it has <br /> been possible to transfer funds from the Police Department overtime <br /> account rather th-an. to that account . <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> adopt the resolution which authorizes a year-end budget transfer of <br /> $5 , 000 to cover an underestimation of an insurance premium at the time <br /> the 1983 budget was prepared. <br /> RESOLUTION 83-047 <br /> A RESOLUTION MODIFYING THE 1983 BUDGET <br /> Motion carried unanimously . <br /> An unsigned letter suggesting that the City ' s policy of requiring <br /> dogs to be under the control of their owners at all times was dis- <br /> criminatory against those owners as long as cats and other domestic <br /> animals are allowed to run freely had been included in the agenda <br /> packet for the Council ' s information.
